SUBJ: UPDATE TO MERITORIOUS ADVANCEMENT PROGRAM (MAP)
A. Meritorious Advancement Program, COMDTINST 1430.2A
1. This ALCOAST announces an update to the Meritorious Advancement
Program (MAP). Effective immediately, meritorious advancement is
authorized for advancement from paygrade E-6 to E-7 by the
Commandant or Vice Commandant only.
2. The following sections are updated to REF (A):
    a. Paragraph 4.a: "The Assistant Commandant for Military
Personnel, (CG-1M), has special authority to authorize advancements
without participation in the service wide examination (SWE)
competition or supplemental advancement lists, per Reference (a).
To increase opportunities to recognize top performers, limited
meritorious advancement authority will be authorized to advance
E-4 through E-6 paygrades only (for advancement to E-5 through
E-7 respectively). Meritorious advancement authority to advance
from E-6 to E-7 is limited to the Commandant or the Vice Commandant
and cannot be delegated down. Admirals and Vice Admirals in addition
to District Commanders, FORCECOM, LOGCOM, Cyber Command, and PSC
Rear Admirals are delegated meritorious advancement authority
outlined in Article 11 of this Instruction."
    b. Paragraph 11: "Commandant (CG-1M) delegates limited
advancement authority specifically under the MAP. Meritorious
advancement is extended to both Active Duty and Reserve. The
Commandant and Vice Commandant may meritoriously advance members
E-4 through E-6 to the next higher paygrade at their discretion.
Vice Admirals are authorized to meritoriously advance up to three
(3) Active Duty and three (3) Reserve members per calendar year.
District Commanders, FORCECOM, LOGCOM, Cyber Command, and PSC Rear
Admirals are authorized one (1) Active Duty and one (1) Reserve
meritorious advancement per calendar year."
    c. Paragraph 12.a: "Must be in paygrade of E-4, E-5 or E-6 at the
time of meritorious advancement (E-6 is only authorized by the
Commandant or Vice Commandant);"
3. Policies and standards in REF (A) not specifically addressed in
this ALCOAST remain unchanged. These changes will be incorporated
into the next revision of REF (A), which will be released within
the next year.
4. This message will be cancelled on 01 FEB 2025.
