1. This ALCOAST increases the Continuity OER timeline up to
24 months and provides the option for CWO4 to submit a Continuity
OER after their first annual OER at pay grade W-4. For commissioned
officers, this only applies to those who have an approved retirement
date from CG PSC-OPM or CG PSC-RPM. This change in timeline
aligns with the maximum period for retirement request submission as
authorized in REFs (A) and (B).
2. The following changes are made to REF (C):
a. Chapter 5.C.4.b is amended to:
"b. 24 months for officers on an annual schedule, and"
b. Chapter 5.E.2.c.(5) is added to state:
"(5) CWO4 may elect to use the Continuity OER in lieu of
an annual OER, after having received at least one annual
CWO4 OER, and sustained comparable performance, in
accordance with Article 5.E.9 of this manual."
3. These changes will be made to the next revision of REF (C),
which will be released within the next year.
