PROGRAM UPDATE

1. The Office of the Master Chief Petty Officer of the Coast Guard
is soliciting nominations for the 2023 Enlisted Person of the
Year - Active Duty Component and 2023 Enlisted Person of the
Year - Reserve Component.
2. Eligibility:
a. This program is designed to recognize enlisted persons of
the year from the active duty and reserve enlisted workforce,
selected from those serving in pay grades E-2 through E-6.
b. The performance for each nomination must have occurred
during Calendar Year 2023.
c. Nominees should reflect a spirit of pride, professionalism
and dedication, and must embody our Coast Guard Core Values.
d. The Advancement Recommendation for nominees must reflect
either Ready or Not Ready on their most recent Enlisted Evaluation
Report (EER); those with a Not Recommended will not be considered.
e. This ALCOAST updates REF (A) by removing the NJP restriction
and changing the time restriction for EPOY nomination eligibility,
following a documented instance of misconduct.
f. Para.5.b of REF (A) is updated with the following: "Have no
court-martial, civil convictions, or mark of "Unsatisfactory" in
Conduct on any Enlisted Employee Review Forms (CG-3788A or CG-3788B)
during the 24 months preceding Mbr nomination."
3. Nomination packages:
a. Must be submitted in the format and manner prescribed in
REF (A).
b. In addition, the memo containing specific bulleted
achievements must speak to the nominee's leadership (on and
off duty), professional and personal development, community
outreach and volunteerism, and impact on unit missions.
4. Process/timeline:
a. Each District Gold Badge Command Master Chief (CMC) shall
email one active-duty nomination and one reserve nomination to the
Office of the Master Chief Petty Officer of the Coast Guard no
later than 16 February 2024.
b. The Master Chief Petty Officer of the Coast Guard will
convene a selection panel and recommendations from this panel will
be submitted to the Commandant for approval. Both winners will be
announced via ALCOAST.
c. Questions regarding the process or nomination packages
should be referred to the cognizant District Gold Badge CMC.
5. The POC for the Enlisted Person of the Year award is
SCPO Jetta Disco, COMDT (CG-00B) at Jetta.H.Disco@uscg.mil.
6. MCPOCG Heath Jones, Master Chief Petty Officer of the Coast
Guard (CG-00B), sends.
