1. Operational Logistics Command (LOGCOM) is soliciting
for active-duty volunteers to be a part of the Logistics Support
Element (LSE) Team as a collateral duty for the period March
2024 to March 2026.
2. Background: The LSE Team is a DCMS Deployable Support Element
(DSE) comprising select highly trained and proficient general
contingency logisticians. The LSE Team provides DCMS subject
matter expert advisors to the operational commander's existing
logistics support structure during contingency response operations.
Established in June 2012, the LSE Team has been deployed globally
to support operational commanders during significant incidents
and events. These include natural disasters, the COVID-19
pandemic, major foreign and domestic exercises, oil spill
responses, incidents of national significance, defense operations,
or whenever the operational tempo necessitates sustained
mission support resources with incident management expertise.
3. Capabilities: The LSE Team can provide one or more general
contingency logisticians who are trained to look ahead and help
plan for the future logistics needs for the Operational Commander
during any contingency to which the Coast Guard responds. LSE
Team members possess an in-depth understanding of the current
force structure within DCMS. They are proficient in effectively
reaching back to Logistics Centers and Service Centers (LCSC),
leveraging all mission support joint, interagency, and
multi-national logistics training and resources. The entire LSE
Team does not typically deploy at the same time, but rather one
or more members will arrive on scene, embed with the Incident
Management Team (IMT) and assess the need for additional resources.
4. Role: LSE Team members assess the situation, evaluate existing
field resources and advise the logistics section leads on the
effective use of DCMS capabilities available through the LCSCs
DSEs. They also can act as the USCG logistics liaison officer to DOD
and interagency responses during no-notice or planned events.
Typically, members do not serve as a Logistics Section Chief
(LSC) in an IMT. Instead, LSE members act as the DCMS technical
specialist to advise and assist the LSC or Finance/Admin Section
Chief on the effective use of DCMS capabilities.
5. LSE Application Guidelines: Selection to the Team is recognition
of a member's expertise, knowledge of the DCMS enterprise and
ability to work in dynamic situations. Commands are strongly
encouraged to identify potential candidates and advise them of this
unique opportunity. LSE members should be available for up to 60
days of training, exercises, or contingency response deployments
spread throughout the year usually in 7-14 day increments. This may
include deployments to international field locations where members
may have limited connectivity to their home units.
     a. Solicitation is open to all active-duty personnel E-7 to O-5
currently assigned within the DCMS enterprise or who have mission
support experience. Applications from E-6 members who have a record
of exemplary performance may be considered on a case-by-case basis.
     b. Members currently assigned to the Incident Management Assist
Team, Joint Field Office staffs, LOGCOM staff, or Area or District
IMT positions are not eligible.
     c. Applicants must meet all readiness requirements for world-wide
deployment.
     d. Applicants must currently hold a secret level clearance or
higher.
     e. There are no specific training prerequisites. Applicants must
be available to attend LSE annual training from 02-04 April 2024
in Portsmouth, VA, and other training scheduled throughout the year
during their assignment. LOGCOM will fund all travel costs. Annual
training in 2024 will be in-person.
     f. Selection requires a minimum 24-month commitment.
     g. It cannot be overstated that command endorsement and continued
support of CONUS and OCONUS deployments are essential for success in
this collateral duty opportunity. In return for the time commitment,
home units will gain a highly trained contingency logistics expert
who can assist in strengthening the unit's logistics capability
while growing the service-wide mission support knowledge base.
6. Application Requirements:
     a. Submit a one-page resume to the POC below NLT 02 February
2024. Selections will be made by LOG-4 staff and announced via email
OOA 09 February 2024. The resume should include member's name,
rank/rate, current and former units, and tour complete date.
     b. Summarize all relevant ICS, USCG, and DoD training;
qualifications and certifications; and exercise or contingency
response deployment experience and position(s) filled related
to Mission Support and/or logistics.
     c. Commands shall submit an endorsement memo with the resume. The
memo must address the command's support of training and deployment
requirements, and the ability of the member to work independently,
quickly adapt to changing situations, and excel in unfamiliar
situations while working with personnel from diverse units
and backgrounds.
