1. The Vested Crewmember Beta Test (VCBT) seeks to maximize the effectiveness of  

Guaranteed A-School, IAW ref (a) thru (e), by creating a streamlined process for Active Duty 

enlisted workforce accessions and assignment to a member’s first unit. The VCBT will  

streamline the guaranteed BM, DC, ET and GM A-School process by assigning graduating  

recruits to a Third Class Petty Officer position in their future rating which they will return 

to after A-School graduation. 

a. CGRC will access the recruit into guaranteed A-School per ref (a). 

b. Member will attend earliest available bootcamp ship date. 

c. During the standard boot camp assignment process, EPM will assign recruit to a rated 

Third Class Petty Officer position for their future rating vice a non-rate position. 

d. Member completes PCS to the permanent unit and awaits assigned A-School convening 

date, while pursuing qualifications for their Third Class Petty Officer role. 

e. Member benefits from establishing relationships with the new command, gaining  

qualifications, and acquiring field-based rating knowledge.  

f. Agile A-School efficiencies may also be realized if the member develops knowledge, skills, 

and abilities during the waiting period, potentially shortening A-School duration.  

g. Member attends A-School on a TDY basis, returns to the permanent unit as a Third Class 

Petty Officer. 

2. VCBT considerations in relation to ref (a) thru (d): 

a. Members will be assigned to a Type II A-School convening date through CGRC. Commands 

may not delay or defer this convening date without just and due cause outlines in ref (a).  

b. This beta test will supersede the requirements of reference (c) section 7.E.2.a.6, which  

required non-rated members to serve 4 months at their first unit prior to A-School. 

c. To promote readiness, EPM may assign a VCBT candidate into a double encumbered  

Third Class Petty Officer position in which the incumbent is scheduled to depart. 

d. Tour lengths will be established as per ref (b) and execution of orders will be upon 

graduation of basic training. 

e. Members who fail to retain the command’s recommendation for advancement, are at  

fault disenrolled from A-School, or choose to drop on request, will be removed from the  

Third Class Petty Officer billet and may be reassigned to a service need position.
