SUBJ: SOLICITATION FOR NOMINATIONS FOR FY23 DEPARTMENT OF HOMELAND
SECURITY (DHS) CHIEF FINANCIAL OFFICER (CFO) AWARDS FOR EXCELLENCE
1. This ALCOAST solicits nominations for the Annual DHS CFO Awards
for Excellence.
2. The purpose of these awards is to publicly recognize
individuals and teams who have delivered exceptional service and
made significant contributions to DHS financial success and
performance during FY23. The awards program allows leadership of
DHS Components (USCG, CBP, FEMA, USCIS, TSA, etc.) to nominate
highly motivated and accomplished financial management staff for
recognition of their accomplishments.
3. The DHS Office of the Chief Financial Officer (OCFO)
administers this program in collaboration with Component senior
financial officers. Components are encouraged to reward the
innovation, dedication, and excellence of their employees and
teams whose performance contributes to the accomplishment of the
DHS mission and goals.

5. DHS CFO Awards Categories:
    a. The DHS CFO Award for Excellence in Superior Mission
Achievement: at least one (1) individual or group award (across
all components) will be presented for superior achievement in each
of the five categories:
        (1) Excellence in Auditing Readiness,
        (2) Bill Mason Excellence in Internal Controls,
        (3) Excellence in Budget, Planning, and Evaluation,
        (4) David Norquist Excellence in Financial Management, and
        (5) Excellence in Service.
    b. The DHS CFO Award for Excellence in CFO Principles: at least
one (1) individual or group award (across all components) will be
presented in each of the four categories:
        (1) Frontier Award for Innovation and Ingenuity,
        (2) Partnership Award,
        (3) Meritorious Award, and
        (4) Decision Support.
    c. The DHS CFO Award for Excellence in Performance (use
Heritage Award Nomination Form): one (1) individual award (across
all components) will be presented:
        (1) Heritage Award (GS or pay band/military equivalent).
    d. The DHS CFO Award for Excellence in Performance (use
Performance Award nomination form): one (1) individual award
(across all components) will be presented per award and grade
category:
        (1) Outstanding Leadership (GS or pay band/military
equivalent)
              (a) GS7-11
              (b) GS12-13
              (c) GS14-SES, and
        (2) Outstanding Employee Award (GS or pay band/military
equivalent)
              (a) GS7-11
              (b) GS12-13
              (c) GS14-SES.
    e. CFO Award for Excellence: one (1) individual and/or group
(across all components) will be presented. Please note this award
is selected by the DHS CFO after all nominations have been
received by DHS. There is no option to nominate someone directly
for this award on the nomination forms.
6. To nominate an employee or team of employees (a team is limited
to 20 people) for any of the DHS CFO Awards for Excellence,
complete the designated nomination form and award justification
for achievements that occurred during the period 01 October 2022
through 30 September 2023. Award nomination forms may be

Nominators should be second-level supervisors within the financial
management community who are familiar with the nominee’s
performance, abilities, and career goals, and receive command-
level approval prior to submitting any nomination.
7. Nomination Instructions.
    a. Open the appropriate nomination form
        (1) Excellence in Superior Mission Achievement & CFO
Principles;
        (2) Excellence in Performance;
        (3) Excellence in Performance – Heritage Award.
    b. Complete the form in its entirety. Please be sure to
include:
        (1) A concise, clear, plain English abstract of 50 words or
less for each nomination. This will appear in the ceremony program
and Master of Ceremony's remarks.
        (2) For team awards, in addition to 7.b.1, the name and
contact information (phone and email) of the individual who will
accept the award for the team.

9. To meet external deadlines, completed nomination forms must be
emailed to DHS-CFO-Award-Submissions@uscg.mil. NLT COB Friday, 17
November 2023 for COMDT (CG-8) approval. COMDT (CG-81) will
prepare one FY23 CFO-signed Nomination Cover Memo for all Coast
Guard nominees.
10. DHS CFO Award winners and their commands will be notified in
May 2024 when DHS makes the selections.
