1. REF (A) authorizes the Coast Guard to establish policy and
procedures governing the use of the Cybersecurity Employee
Retention Plan and authorizes Components to designate individual and
group retention incentives. Individual retention incentives can be
authorized for employees with critical cyber certifications that are
in demand and necessary to execute its cybersecurity mission and are
likely to leave the Federal Service. Group retention incentives can
be authorized for a designated group of cybersecurity employees with
unusually high or unique qualifications who are likely to leave the
Federal Service. Neither the Individual nor Group Cybersecurity
Retention Incentives should be confused with civilian recruitment
bonuses. For information on civilian recruitment bonuses, please
contact your Human Resource Specialist in COMDT (CG-12).
2. REF (B) establishes Coast Guard policy and procedures for the
Cybersecurity Employee Retention Incentive Program. CG-791 publishes
qualifying critical DoD Cyber Workforce (DCWF) Work Roles,
CG Competencies, certifications, and incentive rates for Individual
and Group Cybersecurity Retention Incentives. One of COMDT
(CG-791)'s long term strategic goals is to professionalize
the cyber workforce and to retain the high demand low density
talent therein.
3. Individual Cybersecurity Retention Incentive: Individual
Cybersecurity Certification-based Retention Incentives are
authorized. Supervisors that manage positions that require
(1) at least one of the work roles within the civilian Position
Description (PD) as listed below, (2) have earned the listed
certification for that competency, and (3) meet all eligibility
criteria listed in Section 17 of REF (B) may submit an individual
retention incentive request for their eligible employees. For
example, an employee that is in a position that requires work role
'ISSO or ISSM' and who has a current 'CISSP or CISM' certification
is eligible for up to 15% incentive pay.
Incentives are offered at a percentage rate of base pay and includes
locality pay, pending funds availability. Listed below are the
'FY24' individual competency, certification, and Incentive Rates.
Work Roles, Eligible Certifications, and Incentive Rates will be
reviewed and published annually. This ALCOAST will be updated in
FY24 to reflect the transition from DoD 8570 (e.g., IAM, IAT, etc.)
to DoD 8140 (DCWF Work Roles). The FY24 Individual Incentive Rates
are listed below:

4. Group Cybersecurity Retention Incentive: Group Cybersecurity
Retention Incentives are authorized for designated groups of
cybersecurity employees. Supervisors that manage positions or
competencies listed below and has an employee that encumbers the
position that meets all eligibility criteria listed in Section 17 of
REF (B) may submit a group retention incentive request for each
eligible employee. Group incentives are offered at a percentage rate
of base pay that includes locality pay, pending funds availability.
The FY24 Group Incentive Rates are listed below:

IAW REF (A) and REF (B), the Group Cybersecurity Retention Incentive
is a paid incentive of 10% of basic pay that may be paid to a
defined group of employees with unusually high or unique
qualifications essential to a Component when it is likely that a
significant number of the employees in the Component are likely to
leave the Federal service. While individual retention incentives are
certificate-based, group retention incentives are not. IAW with
paragraph 14(d) of REF (B), eligible individuals may receive either
the individual retention incentive or the group retention incentive,
but not both.
5. All requests must be initiated by the supervisor, endorsed by the
unit's commanding officer and submitted to COMDT (CG-791) for
review. The FY24 Eligibility Checklist shall be reviewed and
submitted by the supervisor. All required documents can be found on

Required documents for every package:
a. FY24 Eligibility Checklist (Individual and Group);
b. CG-5305E Form (Individual and Group);
c. Request Memo signed by unit's commanding officer
(or delegate) which must additionally certify that the Civilian
Position Descriptions (PDs) are aligned with
DoD 8140 (series) (Individual and Group);
d. Appropriate Certification listed in paragraph 3 of this
ALCOAST (Individual requests only);
e. Civilian Position Description (Individual and Group);
f. SF-52 signed by supervisor (this shall be completed while in
FEDHR); and
COMDT (CG-791) may require additional information, including other
documents that may be required pending the submission (e.g.,
CG-5311, Resume, Job Offer, and/or Business Case).
All documents shall be submitted by the supervisor via FEDHR under
'Pay and Leave>Pay Inquiry>Incentive'. After all documents are
entered into FEDHR, assign the FEDHR case to COMDT (CG-791) Civilian
Cybersecurity Retention Incentive Program Manager,

6. Employees authorized to receive a cybersecurity retention
incentive must agree to the terms and conditions specified in the
Cybersecurity Employee Retention Incentive Agreement before
receiving incentive payments. COMDT (CG-123) creates and forwards
the Cybersecurity Employee Retention Incentive Agreement to the
supervisor and member for signature.
7. Retention incentive payments will be paid in biweekly
installments, pending funds availability, at the identified
incentive percentage in the agreement and not to exceed 26 pay
periods beginning the first full pay period after COMDT (CG-123)
approval and the date the employee and supervisor sign the
Cybersecurity Employee Retention Incentive Agreement.
8. Retention incentive payments will be terminated if the employee
separates from the Coast Guard or violates the conditions of the
Cybersecurity Employee Retention Incentive Agreement. This includes,
but is not limited to, demotion for cause or failure to maintain a
minimum performance level equivalent of "Exceeded Expectations" or
above.
