SUBJ: RESERVE HEALTH READINESS PROGRAM-CONTRACTOR TRANSITION
– UPDATE
1. This ALCOAST provides clarification of services and updated
points of contact (POC) for the Reserve Health Readiness Program
(RHRP).
2. On 1 June 2023, the RHRP transitioned to a Defense Health Agency
(DHA) multi-service contract with Quality Timeliness and Customer
Service (QTC) (formerly LHI/Optum Serve).
3. Since the transition, there have been documented issues across
all Service Components, including lengthy wait times, inaccurate
information provided by the call center, and excessive travel
distance requirements to obtain services due to the contractor’s
provider network. In coordination with the other Service
Components and DHA, the CG has been actively working to resolve
the issues. While the call center wait times have improved, a
known issue that is still being addressed is updating of Individual
Medical Readiness (IMR) parameters (i.e., Periodic Health
Assessment (PHA) completion, Annual Dental Exam completion,
laboratory studies, immunizations) to reflect in the Medical
Readiness Reporting System and Coast Guard Business Intelligence.
Members are highly encouraged to obtain documentation
of services received and forward to their servicing clinic/IDHS so
appropriate systems can be updated manually if needed.
4. If service members are experiencing problems with access to
services, they are encouraged to email:
SMB-COMDT-RHRP-UPDATES@USCG.MIL where the CG QTC liaison and Health,
Safety, and Work-Life Service Center (HSWL SC) representatives will
provide assistance. Do not include any Protected Health Information
or Privacy Act Information in emails to this address.
5. The RHRP remains an option for CG RESERVISTS and other CG ACTIVE
COMPONENT TRICARE PRIME REMOTE (AC TPR) personnel to receive IMR
services such as:
    a. PHAs – current PHA appointing policies and procedures remain
applicable.
    b. Annual Dental Readiness Examinations.
    c. Immunizations required for IMR.
    d. Laboratory studies required for IMR (such as HIV, G6PD, sickle
cell trait, etc.).
    e. Assessment for medical equipment required for IMR (i.e., gas
mask inserts, prescription eyewear).
    f. Deployment-Related Health Assessments (Post-Deployment Health
Assessments using DD Form 2796, Post-Deployment Health
Re-Assessments using DD Form 2900, and Mental Health Assessments
using DD Form 2978).
    g. Separation/Retirement physicals using DD Forms 2697 or
2807-1/2808.
    h. Women’s Readiness (Limited Services Available).
    i. Occupational Medicine Surveillance Examination Program (OMSEP)
exams, labs, and studies – this service is not yet available but is
being requested.

7. Additional IMR services and additional exams (such as OMSEP/labs/
immunizations) may be provided by servicing IDHSs and/or clinics
with Designated Medical Officer Advisor (DMOA) authorization.
Members are encouraged to contact their servicing clinic/IDHS prior
to receiving any readiness, OMSEP, or fitness for duty-related care
from non-RHRP civilian providers, as such services are generally not
covered by TRICARE.
