SUBJ: SOLICITATION FOR THE CHDS PACIFIC EXECUTIVE LEADERS PROGRAM
1. The Office of Leadership, COMDT (DPR-5), is soliciting
applications for the Center for Homeland Defense and Security
(CHDS) Pacific Executive Leaders Program (PELP).
2. PELP consists of an intensive, one-week in-residence session at
the University of Hawaii campus in Hilo on the Big Island. The
course covers the unique threats to the islands and the territories
and topics such as intelligence, critical infrastructure, threat
recognition, incident management, and other emerging homeland
security issues. This program is fully funded by a FEMA grant.
   a. Eligibility:
      (1) ALL military and civilian applicants must either be
located in the Hawaiian Islands, U.S. Pacific Territories or have
significant responsibilities in those jurisdictions.
      (2) Civilian: GS-14, GS-15 and SES or equivalent Federal
employees who have been with DHS for at least one year are eligible.
      (3) Officer: Active duty officers O5 and above with a
command endorsement are eligible.
      (4) Enlisted: Active duty enlisted E7-E9 with a command
endorsement are eligible.
   b. Program Duration: One week.
   c. Location: University of Hawaii at Hilo Campus, Hilo, HI.
   d. Resident Session Date: March 4-8, 2024 listed at

3. Application Procedures:
   a. Civilian and Military: A single application to CHDS is
required. Applications are located on the CHDS PELP website and are
submitted via the website NLT 01 DEC 2023:

   b. Once you submit your application, please send an email
to the CG POC listed in Paragraph 4 for tracking purposes. Include
only your name and the program name.
