SUBJ: SEXUAL ASSAULT PREVENTION, RESPONSE, AND RECOVERY PROGRAM FOR
HEALTH CARE PERSONNEL

1. Sexual Assault has no place in the Coast Guard (CG). All CG
personnel are required to complete the annual Sexual Assault
Prevention, Response, and Recovery (SAPRR) training IAW REFs (A)
and (B). This ALCOAST applies to healthcare professionals.
Healthcare professionals include Medical Officers (MOs) and
supporting healthcare personnel.
2. All healthcare professionals must maintain confidentiality any
time a victim discloses a sexual assault whether at a medical
facility or whether disclosure is made off duty.
3. Among healthcare professionals, only CG MOs can take reports of
sexual assault IAW REF (B). An official report is made and
documented on the Victim Reporting Preference Statement (VRPS),
Form CG-6095.
4. MOs, as defined in REF (C), are physicians, physician assistants
(PAs), and nurse practitioners (NPs) who are members of the CG,
Public Health Service (PHS) officers detailed to the CG, and
Civilian medical practitioners (under contract to the CG or GS
employees) assigned to a medical treatment facility are considered
MOs to the limits defined by the language of their contract and/or
job description. MOs shall complete annual medical first responder
training IAW Chapter 8 of REF (B).
5. To meet the annual MO medical first responder training
requirement, all MOs shall complete the Joint Knowledge Online (JKO)
Learning Management System (LMS) course DHA-US695, Interpersonal
Violence Response for Healthcare Personnel/Sexual Assault First
Contact-First Responder Training or in-person training approved by
the SAPRR Oversight and Policy Office, COMDT (CG-1K4).
6. All other healthcare personnel, to include independent duty
health services technicians (IDHSs), should complete the online
training and maintain a record of completion.
7. JKO DHA-US695 is accessible to all CG healthcare personnel via
registration with a CAC card as follows:
a. Access JKO website.

c. Select the certificate for authentication and click "OK"
d. Click on "Course Catalog"
e. Under "Search Catalog" enter course number "695" and the
course should populate as "Interpersonal Violence Response for
Healthcare Personnel"
f. Click on Register
g. Take the course and save the Certificate of Completion.
h. MOs shall forward the certificate to the CG Credentials
Verification Officer, Ms. Maryann Millett, via email to
Maryann.Millett@uscg.mil.
i. The course must be completed by all MOs and the certificate
must be sent to Ms. Millett by 30 November 2023. MOs are
encouraged to expedite completion of the training by setting
aside time on a Wednesday training afternoon.
8. Training shall be completed annually by re-taking the course and
submitting the certificate of completion to the Credentials
Verification Officer, or as further directed.
9. All MOs shall be familiar with REF (B) and the following website:

10. All MOs shall contact their local Sexual Assault Response
Coordinator (SARC) and Victim Advocates (includes Victim Advocate
Program Specialists and Volunteer Victim Advocates) to establish a
working relationship. SAPRR contacts can be found on the website
listed in paragraph 9 of this ALCOAST by clicking the
"SAPRR Contacts" side bar or central banner on the website home
page. Early collaboration will ensure any person experiencing
sexual assault will receive expedited support IAW REF (B).
11. Any person presenting or referred to a CG medical clinic for a
sexual assault must receive expedited care and triaged as a medical
emergency.
12. CG MOs shall not conduct Sexual Assault Forensic Examinations
(SAFEs), even if trained. All CG MOs shall ensure knowledge of local
facilities and agreements with local facilities where SAFEs may be
conducted.
13. CG MOs supporting afloat operations, either as supervising MOs
to HSs/IDHSs or who are themselves afloat, shall review REF (B)
Chapter 1, Section M.2 to ensure compliance with reporting
requirements to the Division of Operational Medicine, HSWL SC (om),
when an afloat service member cannot obtain a SAFE within 72 hours
of request due to afloat operational challenges. MOs shall report
as soon as operationally possible, but not later than 24 hours
after reaching the next port.
