1. This message updates Assignment Year (AY) 2024 timelines prescribed through references
(a) through (e) to ensure a more accurate shopping list and assignment procedures while 
accounting for personnel shortages and readiness considerations. 
2. Background: PSC-EPM anticipates being unable to fill at least 2,500 billets in AY24 
(1,600 rated, 900 non-rated). This requires the Coast Guard to make strategic decisions 
on where to direct billet gaps. PSC will make best efforts to balance operational risk, unit 
need, and member desires.  
3. Updated AY24 timeline: Any changes to the dates below will be published on the EPM 
Sharepoint Site. 
A. Updated assignment timeline:
01 Oct 2023: Unofficial shopping list published/commands validate proposed list.
25 Oct - 01 Nov 2023: Official shopping list published.
06 Nov 2023: eResumes due for OIC, EPO, PATFORSWA and members tour complete who 
are in assignment priority 1 and 2 billets.  (Note paragraph 3.C) 
01 Dec 2023: PCS eResumes due for most ratings.
02 Dec 2023 - 31 Mar 2024: AOs slate members and issue orders.
B. EPM-2 will publish supplemental timelines for specific ratings, command positions, 
and detached duty assignments as necessary. Refer to rating-specific SITREPS and 
EPM-2 Assignment Officer Sharepoint Site and TEAM’s pages for additional guidance and deadlines.
C. The compressed AY timeline above does not provide members who are competing for 
OIC and EPO positions, departing PATFORSWA, or are tour complete in AY 2024 with an assignment 
priority 1 or 2 sufficient time to submit an eResume based off publication of the official 
shopping list. These members are strongly encouraged to reach out to their respective 
Assignment Officers for eResume guidance.
D. IAW reference (c), the advancement opt-out window will be extended to 1 Dec 2023. 
4. CG Sharepoint Site: The EPM-2 AO Sharepoint Site is the central location for news and 
information within each rating. The AO Sharepoint pages are located at:
