1. This message serves as the final eligibility list for the 2023 Reserve
Master Chief Advancement Panel (RMCAP) which was announced in Ref A. All
Senior Chief Petty Officers (SCPOs) identified below are candidates for
the 2023 RMCAP and should review this message and Refs A thru E in their
entirety. Commanding Officers (COs), Officers-In-Charge (OICs) and
Senior Reserve Officers (SROs) must ensure all members within their
command are aware of their candidacy.
2. The 2023 RMCAP will convene on 16 October 2023. The Panel Eligibility
Date (PED) of 1 July 2023 announced in Ref A remains in effect.
3. The following 32 SCPOs, listed alphabetically by last name, will be

4. SCPOs desiring to submit communications to the Board must follow the
guidelines provided in paragraph 9.f of REF C. Communications shall be sent
via email as a command-endorsed, electronically signed memo to HQS-SMB-CG
PSC-RPM-BoardsPanels@uscg.mil to arrive no later than the day before the
panel convenes. Early communication submissions are required to allow
adequate time for correction should a submission contain unauthorized
content.
5. All SCPOs being considered shall review their Coast Guard Military
Human Resource Record (CGMHRR) in accordance with Ref E. To find out more

6. All SCPOs shall review Ref D which establishes the Commandant’s vision
for selection to Master Chief Petty Officer. This document is available

7. Any SCPO who believes they are eligible to be considered for selection
by this panel and whose name does appear on the above list must contact
LT C. Mike Conley, Boards and Panels Section Chief, at 202-795-6507 or by
email at Charles.M.Conley@uscg.mil.
8. In accordance with Ref F, the personnel listed below appeared at or
above the cutoff on the 2022 RMCAP list and have not advanced. These
members will be carried over to the top of the new list, in their
respective ratings, in precedence order listed below. Members names will
be removed from the 2023 RMCAP list if advanced prior to the release date
of the 2023 RMCAP panel results message. Members must maintain advancement
eligibility from the date of recommendation through the date of actual
advancement. Members who do not maintain advancement eligibility will be
removed from any active advancement eligibility list and must screen again
through a subsequent RMCAP review panel.
