SUBJ: SELECTION OF THE DEPUTY, FORCE READINESS COMMAND
1. I am pleased to announce the selection of Ms. Jennifer Sinclair
as the Deputy, Force Readiness Command.
2. This position is responsible for overseeing training,
development, assessment and career investment opportunities for the
total workforce - active duty military, reserve military, civilians,
and in some cases the U.S. Coast Guard Auxiliary. Specifically,
Ms. Sinclair will serve as the Coast Guard's Chief Learning Officer
and oversee the inter-divisional and inter-service relationships
necessary to produce properly trained and assessed forces, including
individual and unit performance, technologies, leadership
development, readiness assessment systems, and learning management
systems. In this capacity, Ms. Sinclair consults and advises senior
personnel and management officials of the Department of Homeland
Security, Office of Personnel Management, General Accounting Office,
Department of Defense, and other federal and local departments and
agencies on matters relating to U.S. Coast Guard training,
assessment and career investment programs and the improvement of
training, education, and readiness services in the federal
government.
3. Ms. Sinclair joins the U.S. Coast Guard's Senior Executive
Service after 26 plus years of active duty military service with the
U.S. Coast Guard. Her full biography will be available at:
