1. This message expands the use of references (a) through (c),
which established advancement and assignment procedures for the A2P
beta test into Calendar Year (CY) 2023 and expands the implementation
for future calendar years.
2. Background: A2P is an effective tool which created a transparent
system offering members more options and flexibility in their careers
while meeting the needs of the Service. To date, EPM-2 has identified
114 candidates willing to execute assignments to “critical” or
hard-to-fill positions, which would have gone vacant or required
EPM-2 to “select and direct” a member to fill the Service need.
3. A2P Advancement and Assignment Procedures:
A. CG-1M has authorized CG PSC-EPM to implement A2P for future
calendar years. Subsequent changes to A2P advancement and assignment
procedures will be announced via ALCGENL messages.
B. CG-1M has authorized CG PSC-EPM to implement the use of A2P
for all E7-E9 general duty billets throughout the CY. AOs will
establish A2P candidate pools through three distinct phases
via separate ALCGENL messages; all members in phase one will be
exhausted before releasing a following ALCGENL message opening up
phase two and three.
1. Phase 1: Offer assignment and advancement to members who are below
the cut line in accordance with their stratified list on the current,
active Advancement Eligibility List.
2. Phase 2: If the current eligibility list is exhausted, consider
members on the following year’s Advancement Eligibility List, if it exists.
3. Phase 3: If the following year’s Advancement Eligibility List is not
published or both eligibility lists are exhausted, consider members who
are marked “Recommended” and “Ready” on their most recent Enlisted
Employee Review and meet all Time in Grade and Time in Service
requirements for the following year’s SWE. Assignments will be made
in accordance with reference (e).
C. PSC-EPM will implement A2P in lieu of a third and fourth revision
to the Service Wide Exam (SWE) for all active-duty enlisted members
E6-E9 under the following procedures:
1. AOs will publish their remaining E6-E9 vacancies on their Microsoft
TEAMs and/or SharePoint Sites.
2. Rather than forcing members into certain vacancies, members below
the cut line will be eligible to apply for a published position in
return for advancement.
3. All members earning an advancement and position will be notified
by the AO, authorized to frock upon execution of orders, and authorized
official advancement via the December Enlisted Personnel Advancement
Announcement message of that calendar year.
4. If the advancement Eligibility list is exhausted, or if no candidates
apply for position, members who are marked “Recommended” and “Ready”
on their most recent Enlisted Employee Review and meet all Time in
Grade and Time in Service requirements for the following year’s SWE
will be considered. Assignments will be made in accordance with
reference (e).
4. All other aspects of A2P contained in references (a) through (c)
remain in effect.
