1. IAW Ref A, the CMS Change in Rating (CIR) Screening Panel convened 24 July 2023.
Successful screening does not guarantee a CMS CIR authorization. Panel results,
needs of the Service, and position vacancies will guide CIR authorizations. The
CMS Assignment Officer (AO) will notify those members who are authorized a CIR.
2. Questions regarding CMS position vacancies shall be directed to the CMS AO, CWO
Christopher Smith, at christopher.m.smith6@uscg.mil.
3. The proceedings of a Screening Panel, including its deliberations and criteria
for selection, cannot be disclosed to any person who was not a member of the Panel.
Questions regarding the Screening Panel process shall be directed to CG PSC-EPM-1
at HQS-SMB-CGPSC-EPM-1-Panels(at)uscg.mil.
