KICK OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH

1. This message describes the JCSP timeline, eligibility

requirements, and process for officers in paygrades O-2, O-3, and

O-4. Command endorsements are only required for tour completion

waiver requests.

2. Requesting to screen for command communicates to OPM and the Panel

the desire for a command assignment. Officers who screen may be assigned to positions they successfully screen for even if they are not listed on their current e-resume. For example, those officers who screen for an O-3 WPB/FRC command will be considered for all open O-3 WPB/FRC Cutter CO positions in addition to the CO positions listed on their e-resume. Direct Access (DA) will be used for the JCSP application process. 

3. The following timeline will apply:

   A. Application Period: 18 August - 18 September 2023

   B. Applicant List Posted: 22 September 2023

   C. Initial Candidate Lists Posted: 06 October 2023

   D. Final Candidate Lists Posted: 20 October 2023

   E. JCSP: 30 October - 03 November 2023

4. If candidate pools are not adequate, waivers may be considered and involuntary screening may be required.

JCSP application uses the "My Panel Submissions" link located under “Member Self Service- Tasks” in DA. Officers may request to screen for multiple command types if eligible. The application period will be open from 18 August through 18 September 2023; officers who do not adhere to the 18 September 2023 application deadline may not be eligible. All members need to verify their DA information access is current and updated.

   B. Eligibility: To be considered by the JCSP, officers must

comply with the provisions listed in paragraph 11.b. of Ref A, which

outlines the screening requirements and overall eligibility

criteria. Ref A is available on the JCSP SharePoint Page.

Officers applying must enter the following in the “Member Comments”

to confirm they have referenced the eligibility criteria for each

command type for which they apply: “I have read and meet the

eligibility criteria listed in PSCINST 1401.1(series) for [enter

each command type] command.”  If the officer does not meet the

eligibility criteria, reference paragraph 4.C of this message in the

“Member Comments.” Officers included on a current promotion list or

above/in zone for promotion during the current promotion year, can

only request to screen for commands at the next paygrade. For

example, an O-3 in zone for O-4 is only eligible for O-4 commands.

   C. Eligibility Waivers: As Ref A and the screening request

procedures cannot cover every possible situation concerning

eligibility, PSC-OPM will consider waiver requests on a case-by-case

basis while remaining consistent with the intent of the approved

criteria.  To request an eligibility waiver, officers must clearly

state which criteria they do not meet in “Member Comments” when they

apply to screen for a certain command. For example: “I have read and

do not meet the eligibility criteria listed in PSCINST 1401.1(series)

for [enter command type] due to…”  Member comments are not viewed by

the selection Panel and are only used by OPM for the purpose of

establishing the candidate pools. A command endorsement is not

required for eligibility waiver requests.

   D. Tour Completion Waivers: In addition to the JCSP application

process detailed in paragraph 4.A., officers meeting the

requirements of Ref A, but who are not tour complete in 2024 (IAW Ref C) must submit an e-resume and JCSP application with a command endorsement for early transfer. The command endorsement should address both (1)an early rotation and (2) backfill requirements.  These endorsements are used by OPM for the purpose of establishing the candidate pools and not viewed by the Panel.

   F. Applicant and Candidate Lists:

OPM-2 will post an Applicant List to the JCSP SharePoint page to

confirm correct DA application. The Applicant list will NOT reflect eligibility NOR Waiver Approval, but is instead provided to confirm a correct DA application was received. Applicants who meet the eligibility criteria, or are granted a waiver by OPM, will appear on the initial candidate list which will also be posted on the JCSP SharePoint page. The final candidate list will be posted 10 days prior to the Panel being held at the same location.

   G. JCSP Results: Results will be posted via ALCGPSC message.
