A. Cutter Safe-to-Sail (STS) Minimum Critical Equipment,

1. The purpose of this ALCOAST is to announce the promulgation of
REF (A). REF (B) is hereby cancelled.
2. All afloat units shall review and be familiar with changes
reflected in REF (A).
3. Significant changes to the Instruction include:
    a. Added the requirement for Machinery Control and Monitoring
System (MCMS)/ Coast Guard Machinery Control System (CGMCS)/
Machinery Plant Control and Monitoring System (MPCMS) and a
defined minimum number of primary watch station Human Machine
Interfaces (HMI).
    b. Updates to active cutter classes
    c. Clarification to waiver processes for cutters under DOD OPCON
    d. Minimum operational SCBAs
4. The revised Instruction is available to all units on the USCG
Directives and Publications Library and the COMDT (CG-751)
