1. In accordance with Commandant Direction, the Civil Engineering
Insignia has been approved.
2. Military organizations highlight specific skillsets and
specialized communities through insignias. Wearing an insignia
is a celebration and reflection of an individual's significant
professional achievement. Earning an insignia builds esprit-de-corps
while visibly representing professional competence. In the past,
the Coast Guard granted awarding of insignia to only a portion of
the workforce while other Services provided increased opportunities.
In the 100-Day Action Plan, the 27th Commandant established the
intent that all personnel who achieve excellence in their specialty
should have an opportunity to represent their excellence through
the display of an earned insignia.
3. The Coast Guard Workforce is our highest priority. We are
transforming the way we inspire and develop our people to execute
the mission today and prepare for the demands of tomorrow. With
the development of this new insignia, we will acknowledge those who
have achieved mastery of their programmatic specialties, while
safeguarding the meaning of and standards for such insignia.
Earning and proudly wearing a specialty insignia should be a high
priority for every member of our total workforce.
4. Creation of the Civil Engineering Insignia will reinforce for all
members of the Civil Engineering community the unique professional
qualifications to practice engineering and or architecture while
acknowledging the important contributions to the service our
engineering and architecture professionals make daily. The diverse
activities of our engineers, architects, civilian counsel, and
supporting professionals are vital to the CG's operational and
support missions, and to CG people.
5. COMDT (CG-4) will work with COMDT (CG-1) to update REFs (A)
and (B) to include the requirements for earning the Civil
Engineering qualification insignia and civilian lapel pin, the
process for requesting award of the devices, and manner of wear.
6. The initial issue will be provided to the individual by the
Coast Guard, and will be procured from authorized sources with
Organizational Level Maintenance (legacy AFC-30) funds. Subsequent
procurements are the responsibility of the individual.
7. The Civil Engineering insignia and civilian lapel pin will be
retroactively awarded to any member who served in the Civil
Engineering Program and meets the requirements outlined in the
forthcoming update to REF (A). Detailed instructions on how to
apply for retroactive award of the insignia will be released soon.
