KICK OFF TIMELINES, COMMUNICATIONS, AND OUTREACH
1. This message describes the timeline, process, and resources
available to apply to SEFP Phase II. SEFP programs instill in our
senior leaders strategic thinking and policy development skills
needed to meet the challenges and opportunities in a rapidly
evolving world. Most programs are approximately one year in
duration. Students attending War Colleges, National Defense
University (NDU) component schools, the Inter-American Defense
College, and the MIT programs earn a Master’s degree. Think tanks
and academic fellows do not receive a degree but will have an
autonomous schedule with daily opportunities to interact with
respected government and industry leaders. Fellows add to public
policy discourse by contributing to ongoing research studies,
authoring articles, and furthering the Coast Guard's external
outreach efforts. All members interested in these programs are
encouraged to visit the Office of External Outreach (CG-0923),

2. Direct Access (DA) is used for the SEFP Phase II application
process. All officers applying for SEFP II should verify their DA
information is current and updated. Officers unable to connect to DA
may request to screen via email to the OPM POC listed in paragraph
19.a., NLT 10 July 2023. Each member must apply in DA as soon as DA
connectivity is available. In addition, officers should verify their
Employee Summary Sheet (ESS) and all Official Military Personnel
Files records, including OERs, Record of Professional Development
(CG-4082), and academic transcripts are accurate and complete.
3. The Senior Command Screening Panel (SCSP) will be held prior to
the SEFP II Panel. Officers who screen during the SCSP for a command
position may also compete for Senior Education and Fellowship Panel
Programs. PSC-OPM will engage directly with those selected for both
and work to balance Service needs with member desires in making a
final assignment recommendation.
4. The following SEFP Phase II timeline will apply:
a. Application Period: 12 June – 10 July 2023
b. SEFP Virtual Webinar: 27 June 2023
c. Waivers Considered: 30 June - 28 July 2023
d. Initial Candidate Lists Posted: 10 - 28 July 2023
e. Final Candidate Lists Posted: 11 August 2023
f. The SEFP Phase II: 28 August - 01 September 2023
5. Process: The SEFP Phase II will convene on 28 August 2023. There
is no limit to the number of programs officers may apply for
providing the officer meets all eligibility criteria. Officers
should carefully and thoughtfully review the SEFP program
descriptions, clearance requirements, and training pre-requisites.
6. Application: AY24 SEFP Phase II application procedures are on the

Applying to the SEFP Phase II uses the "My Panel Submissions" link
located under "Member Self Service" tile in DA
(Note: NOT PCS e-Resume). Officers can apply to both the SCSP and
SEFP II if eligible. There is no need to prioritize between SCSP and
SEFP Phase II in the application Panel. However, applicants must
rank the desired SEFP II program(s) (e.g. 1. MIT-Sloan, 2. CSIS,
3. NWC). The Panel considers each candidate's program ranking when
making nominations. Applicants must adhere to the 10 July
application deadline to be eligible to compete for SEFP Phase II
programs.
7. Eligibility: Ref (A) outlines the general AY24 SEFP Phase I and
II guidelines and eligibility criteria. The Panel will consider tour
complete O-5s not yet selected for O-6, O5s in zone for O6 in PY24,
and tour complete O-5 selects. Additionally, O-4s in zone for O-5 in
PY24 who are tour complete AY24 or AY25 may also apply.
8. Eligibility Waivers: Officers who do not meet the eligibility
criteria outlined in this message should request a waiver in the
member comments box and provide a clear justification. Each program
will generate a candidate pool, therefore, officers must submit a
waiver in the member comments for each program selected, as
applicable. (Note: Waivers and endorsements will not be viewed by
the Panel and are only used to determine eligibility.) Since Ref (A)
and the above-listed criteria cannot cover every possible situation
concerning eligibility, PSC-OPM will consider waiver requests on a
case-by-case basis while remaining consistent with the intent of the
approved criteria.
9. Tour Completion Waivers: A command endorsement is required for
those requesting a waiver for not being tour complete, except those
listed in paragraph 7, and should address early rotation if selected
for SEFP Phase II. Officers who are not tour complete and are in
command positions will not typically be granted waivers to compete
in SEFP Phase II.
10. Program Information: PSC-OPM has posted SEFP program
opportunities and program-specific eligibility criteria on the SEFP
CG SharePoint site (link in Paragraph 6).
11. SEFP Virtual Webinar: PSC-OPM and CG-0923 will host a SEFP
virtual webinar on 27 June 2023. The link for the SEFP virtual
webinar is on the Senior Education and Fellowship Program CG
SharePoint site linked in Paragraph 6.
12. Candidate Lists: PSC-OPM will post an initial candidate list
on the SEFP CG SharePoint site linked in Paragraph 6. The initial
candidate list will be updated weekly between 10 - 28 July as
applications and waivers are processed. The final candidate list
will be posted in the same location.
13. SEFP Phase II Results: Primary and alternate SEFP II candidates
will be notified of their selection via the SEFP II results in an
ALCGPSC message shortly after the Panel concludes. PSC-OPM will list
primary candidates alphabetically by program via the results
message. Should the need arise, PSC-OPM will use the Panel's
program-specific criteria to fill the SEFP II billets from the
alternate list.
14. SEFP Phase II collectively describes the following Senior
Service Schools (War Colleges), Master's Degree, and Fellowship
programs. AY24 Program Descriptions, clearance requirements, JPME-I
and other training prerequisites are located at the link in
Paragraph 1. AY24 TAB allocations are posted on the CG SharePoint
site linked in Paragraph 6:

b. SEFP Phase II Senior Service Schools (SSS). All SSS, except for
the Inter-American Defense College, require completion of JPME-I
prior to the course convening date. Additional pre-requisites
(prior assignment experience, Top Secret clearance, official
“red” passport, DAIWA certifications, etc.) are included in the
Program Descriptions, accessible via the link in Paragraph 1:

15. Officers attending SEFP incur a minimum active-duty obligation
of three months for each month of education in addition to any other
obligated service the officer may have incurred.
16. Upon completing the SEFP, officers should expect follow-on
assignments in career-enhancing billets, which take full advantage
of this experience. In addition to internal CG billets, this could
result in high-visibility assignments throughout the government,
including the Department of State, White House, Pentagon, DHS,
Congressional Affairs, or DOD Combatant Commands. Officers attending
programs with a specific career track (Eisenhower Acquisition,
MIT-SDM, NDU CIC, ODNI, etc.) should expect assignment to a position
that will fully use the continued specialization.
17. PSC-OPM has created a Frequently Asked Questions document,
accessible on the SEFP CG SharePoint site linked in Paragraph 6.
18. Officers without SharePoint access or who have questions about
the SEFP Phase II process and resources should contact the SEFP
Phase II Coordinator below. The SEFP Program Manager handles all
coordination and management issues for selected officers before and
during their programs. Sponsors or PSC-OPM will answer questions
about career implications and follow-on assignments.
