1. The AY24 Officer Assignment season is underway. This message describes items of interest and details critical to command requirements for AY24. While this information is primarily of interest to the command cadre, it also includes important information for supervisors and the officer corps, and is meant to supplement the information contained in Ref A.
2. The preliminary O-5 and below AY24 shopping list is available on the PSC-OPM-2 Command Concerns SharePoint site:

PSC-OPM-2 requests that commands validate open positions to ensure the AY24 shopping list is accurate. Submit shopping list corrections and command concerns together NLT 07 July 2023 to the PSC-OPM-2 staff using the instructions on the PSC-OPM-2 Command Concerns SharePoint site. The only acceptable format for Command Concerns will be via the provided spreadsheet. Memorandums and text in the body of an email are not valid input. Units who are unable to access the SharePoint site may contact the POC in Paragraph 12.
3. Command Concerns and Command Validations are not required for first tour cutter JO positions (DWO/STUENG). The Jr Afloat Assignment Officer, LT Mark Guentert, will follow up via SEPCOR with cutter XOs.
4. Aviation Command Concerns, both operational and staff, will be coordinated directly with the Aviation Assignment Officers. As such, Sector/Airstas will need to submit two Command Concern spreadsheets.
5. PSC-OPM-2 requests that commands submit a succinct description of duties for each position on the AY24 shopping list. This is the command's opportunity to directly communicate the duties and expectations of the position for consideration by Assignment Officers during the assignment process.
6. The O-6 shopping list, and all AY24 Captain Assignment Notes, are available via the PSC-OPM Captain Assignments SharePoint site:

The shopping list validation and command concerns method discussed in
paragraph 2 is NOT required for O-6 positions.
7. After incorporating command feedback, PSC-OPM-2 will release the official AY24 O-5 and below shopping list to the PSC-OPM-2 SharePoint site on 01 August (early special assignments will be released OOA 01 Jul). Positions will be open in Direct Access, and officers will be able to submit eResumes after 01 August. PSC-OPM-2 will release weekly AY24 shopping list updates at the same location.
8. The preliminary AY24 shopping list includes:
A. Positions occupied by an incumbent officer who is tour complete (TC) or has an approved retirement or separation in 2024.
B. O-5 positions occupied by an O-6 or O-6(sel) regardless of TC
date, and O-5 positions occupied by an O-5 in-zone for O-6 (IAW Ref B) regardless of TC date.
C. O-4 positions occupied by an O-5 or O-5(sel) who will be TC in AY25 and O-4 positions occupied by an O-4 in-zone for O-5 (IAW Ref B) TC in AY25. Does not include 2-year Afloat Assignments.
D. O-3 positions occupied by an O-4 or O-4(sel) who will be TC in AY25 and O-3 positions occupied by an O-3 in-zone for O-4 (IAW Ref B) TC in AY25. Does not include 2-year Afloat Assignments.
E. Any approved new or reprogrammed positions.
F. Any vacant positions.
NOTE: Those who meet the criteria of paragraph 8.B-8.D above are not guaranteed to transfer in AY24; PSC-OPM-2 will shop these positions to build candidate pools in case the incumbent is needed to meet a Service need assignment elsewhere. The incumbents of these positions should submit an eResume before the 01 Sep 2023 deadline.
9. Some shopping list discrepancies are a result of personnel not being properly checked into their current assignment, including fleet-ups and extensions. Commands should confirm personnel have been properly checked in by the Servicing Personnel Office. Commands are encouraged to contact the respective Assignment Officer if there are discrepancies with your PAL. Additionally, PSC-OPM-2 requests all members check their Employee Summary Sheet in CGBI to validate their current assignment and tour completion date.
10. Short tour, extension, and fleet-up requests are assignment decisions; PSC-OPM-2 will collect command input for these decisions through eResume command endorsements. Please do not request a position be shopped/not shopped in the command concerns for these situations.
11. Officers are encouraged to pay close attention to the information contained in ALCGOFF messages, PSC-OPM-2 SharePoint, and in Direct Access.
