KICK OFF TIMELINES, COMMUNICATIONS, AND OUTREACH
1. This message describes the Senior Command Screening Panel (SCSP)
timeline and process, and provides resources available. While the
information provided in this message will be of particular interest
to officers requesting to screen for command in AY24, it also includes
important information for commands who may endorse a member requiring
a tour completion waiver.
2. The AY24 SCSP application period commences immediately and ends on
01 July 2023. All references and additional information pertaining
to the SCSP, to include the Direct Access (DA) Application Guide and
AY24 Command List, can be found on the PSC-OPM Senior Command Screening
Panel SharePoint site:

3. Ref (A) details the eligibility criteria for each command type as
well as which commands will be screened. There are several Commanding
Officer positions that will no longer be screened by the Panel due
to the limited size of the applicant pools. Officers interested in
these commands should apply for them via regular eResume submission.
The Assignment Officer will discuss potential candidates with the
respective Flag Officer and/or Program. These Commanding Officer
positions include: (O6 Commands) APO, APAC, CEU, CG RC, Crypto Unit, CSC,
FDCC, FINCEN, HSWL, LSC, MSC, NAVCEN, NMC, PPC, PRO, R&D Center, and CG
Yard. (O5 Commands) ATO, CEU, COMMCOM, Crypto Unit, IMAT, International
Ice Patrol, and PRO.
4. Requesting to screen for command is communicating availability
and desire for assignment within the scope of the request. Since
eligibility lists provide Assignment Officers with definitive
candidate pools and many officers screen for more than one command
type, it is not always possible to meet extremely limited assignment
desires. Officers who screen will be considered for and may be
assigned to positions they successfully screen for. Officers should
give serious consideration to this prior to application.
5. DA will be used for the SCSP application process. Applying members
should verify their DA information is up to date.
6. The following timeline applies:
   A. Application Period: present through 01 July 2023; applications
received after 01 July 2023 will not be accepted.
   B. Waivers Considered: 05 July - 19 July 2023
   C. Initial Candidate Lists Posted: 21 July 2023
   D. Final Candidate Lists Posted: 04 August 2023
   E. SCSP: 21 August - 01 September 2023
7. Process: Command screening will be voluntary unless adequate
candidate pools are not achieved.
   A. Application: AY24 SCSP application procedures are provided on
the PSC-OPM Senior Command Screening Panel SharePoint site. In
particular, applying to the SCSP uses the "My Panel Submissions" link
located under "Tasks" in DA. To be considered by the SCSP, officers
must comply with the provisions listed in paragraph 11.b. of Ref (A),
which outlines the screening requirements and overall eligibility
criteria. Officers may request to screen for multiple command types
if eligible.
   B. Eligibility: Eligibility criteria for O6 and O5 commands is
available on the PSC-OPM Senior Command Screening Panel SharePoint site.
Officers applying must enter the following in the "Member Comments" to
confirm they referenced the eligibility criteria for each command type
they apply for: "I have read and meet the eligibility criteria listed in
Ref (A) for [enter each command type] command." If the officer does not
meet the eligibility criteria, reference paragraph 7.C of this message
in the "Member Comments."
   C. Eligibility Waivers: As Ref (A) and the screening request
procedures cannot cover every possible situation concerning
eligibility, PSC-OPM will consider waiver requests on a case-by-case
basis while remaining consistent with the intent of the approved
criteria. To request an eligibility waiver, officers must clearly
state which criteria they do not meet in "Member Comments" when they
apply to screen for a certain command. Example: "I have read and do
not meet the eligibility criteria listed in Ref (A) for [enter
command type] due to..." Member comments are not viewed by the
screening panel and are only used by PSC-OPM for the purpose of
establishing the candidate pools. A command endorsement is not
required for eligibility waiver requests.
   D. Tour Completion Waivers: CAPTs requesting a tour completion
waiver should follow the process outlined in the Captain Assignment Guide.
CDRs requesting a tour completion waiver require a command endorsement in
DA addressing both (1) an early rotation and (2) backfill requirements.
CDRs in zone for CAPT do not require a tour completion waiver since they
will be considered in play for AY24 if selected for CAPT in PY24. Tour
completion waivers are the only waivers that require a command endorsement
in the SCSP process. Command endorsements are not viewed by the selection
panel and are only used by PSC-OPM for the purpose of establishing the
candidate pools.
   E. The O6 and O5 Shopping Lists: PSC-OPM will post the Senior Command
shopping list, and any updates, on the PSC-OPM Senior Command
Screening Panel SharePoint site.
   F. Initial Candidate List and Final Candidate Lists: PSC-OPM will
post an initial candidate list on the PSC-OPM Senior Command Screening
Panel SharePoint site by 21 July. The final candidate list will be
posted in the same location by 04 August.
   G. SCSP Results: Results will be posted via the ALCGPSC message
board.
8. O6 Commands: All O6s, O6(sels), and O5s in zone for O6 in PY24
who are eligible per Ref (A) and desire assignment to an O6 command
must request to screen through the panel submission process in DA.
9. O5 Commands:
   A. All O5s, O5(sels), and O4s in zone for O5 in PY24 and tour
complete in 2024 or 2025 who are eligible per Ref (A) and desire
assignment to an O5 command must submit a request to screen through
the panel submission process in DA.
   B. O5s and O5(sels) who accept or are currently serving in a
DUINS tab for advanced education (not including Senior Education and
Fellowship Panel (SEFP) Programs) with an expected follow-on
assignment within their specialty/program are not eligible to
compete in the SCSP process.
10. SCSP and SEFP II Selections: The SCSP will be held prior to the
SEFP II. Eligible officers may screen for both SEFP II programs
(such as a War College, MIT Sloan, Harvard fellowship, etc.) and
command positions. PSC-OPM will engage directly with those selected
for both and work to balance Service needs with member desires in
making a final assignment recommendation.
