1. IAW REFs (A) through (C), the Health, Safety and Work-Life
(HSWL) Directorate is soliciting applications from active-duty Coast
Guard PAs and AY24 IPAP graduates for a single Psychiatry PA
fellowship Training Allowance Billet (TAB), one PA emergency
medicine residency TAB, and a single Clinical/Health Informatics
residency TAB to begin AY24. These opportunities are available to
currently credentialed and privileged CG PAs with the PHA-10
Apprentice Officer Specialty Code prior to the start of the program.
IPAP students who will be graduating prior to the program start
dates may apply and be selected as an alternate only. If a TAB is
not filled an alternate may be selected dependent upon commissioning
and privileging prior to the program start date. Officers who
complete a fellowship or residency under these programs should
expect a follow-on assignment based on needs of the service and
program priorities. All applicants are encouraged to apply if you
are interested in any of these specialized training opportunities.
If you are interested in more than one program, please rate your
preferences in order.
    a. Eligible interested officers must submit their application in
Direct Access by June 1, 2023, and provide the following memorandum
with enclosures electronically to LCDR Bridget Metcalf:
      (1) A one-page memorandum request routed through their
regional Senior Medical Executive or Regional Practice Director and
then either the unit CO or HSWL SC CO (this should include a short
tour Request in DA if not tour complete AY24). The memorandum should
articulate why the applicant is seeking postgraduate training and
acknowledge that an Active Duty Service Obligation of three years
for the first twelve months of training and then month for month,
IAW REF (D), will be incurred as well as a follow-on utilization
tour as determined by COMDT (CG-112) and PSC-opm;
      (2) an up-to-date curriculum vitae;
      (3) an unofficial copy of PA program transcript;
      (4) one letter of recommendation from a clinician; and
      (5) Graduate Record Examination (GRE) with a score of at
least 300 (if required by the program applied for) within the last 5
years. If the GRE is required applicants must submit their
standardized test score to HQS-SMB-CGPSC-opm-1-PGPanels@uscg.mil one
week prior to the date the panel convenes. GRE is currently
required for the Emergency Medicine Doctorate of Science residency.
    b. Following the CG selection panel, all qualified candidates for
these Advanced Education Programs must be approved by the individual
training sites prior to official final selection and this process
may include at least a virtual interview. These opportunities are on
a space available basis and any selected CG applicant must be vetted
and accepted by the selected residency or fellowship Program
Director.
2. The psychiatry fellowship position will be at an accredited PA
fellowship/residency site determined by COMDT (CG-112), for 12-18
months, with an expected start date of 01 July 2024. Applicants
should indicate if they are applying for the 12 or 18 month program
unless they are willing to attend either program. Fellows will
complete various supervised clinical trainings in multiple aspects
of psychiatry, mental and behavioral health, and substance use
disorders. PAs who complete one of these rigorous 12 or 18 month
programs earn a Certificate of Completion after 12 months or a
Doctor of Science in PA Studies after 18 months, and should expect
to provide focused psychiatry services in a CG clinic. These
officers will also serve as subject matter experts and training
sources related to this skillset.
3. The Emergency Medicine residency will be at an accredited PA
fellowship/residency site determined by COMDT (CG-112), for 12-18
months, with an expected start date of 01 July 2024. Applicants
should indicate if they are applying for the 12 or 18 month program
unless they are willing to attend either program. Residents will
train with physician emergency medicine residents and focus on
emergency medicine knowledge and skills preparing the Emergency
Medicine Physician Assistant (EMPA) to evaluate, diagnose, and
stabilize critically ill or injured patients. The overall mission is
to produce post-professional, emergency medicine trained physician
assistants that provide Military Health System (MHS) beneficiaries
state-of-the-art, advanced care in emergency situations. PAs who
complete one of these rigorous 12 or 18 month programs earn a
Certificate of Completion after 12 months or a Doctor of Science
in PA Studies after 18 months. PAs should expect to be utilized
for CG operational deployments and/or for training other Medical
Officers and HSs in aspects of emergency medicine. In addition to
the maximum number of hours a resident performs clinical hours as
set by the Accreditation Council for Graduate Medical Education,
the resident will spend a significant amount of off duty time on a
research project and thesis. The selectee will begin the research
component prior to reporting in to begin the residency.
4. The Clinical/Health Informatics fellowship is a two-year program
that will be held at Madigan Army Medical Center (MAMC) or an
approved accredited site determined by COMDT (CG-112), with an
expected start date of 15 June 2024. Students earn a distance
learning Masters degree in Clinical/Health Informatics and gain
training and experience in fundamental concepts, technology,
application, management and other areas related to clinical
informatics. There is also a requirement to continue patient care
activities to maintain credentials in primary specialties as well
as remain knowledgeable about processes and systems Students who
complete this rigorous two year program will be required to serve in
roles that support data analytics and the integration of multiple
health related applications including the new electronic health
record system.
5. The selection panel for all fellowships will convene
5-9 Jun 2023.
