ANNOUNCEMENT
A. Recognitions Programs Manual, COMDTINST M1650.26
1. This ALCOAST announces BM1 Jarrett Guerra of MSST Houston
(911104) as the recipient of the 2022 CDR Ray Evans Outstanding
Coxswain Trophy. This prestigious annual award recognizes a
Coast Guard coxswain who demonstrates sustained superior
performance, exceptional boat handling skills, and exemplary
leadership. BM1 Guerra's hard work and leadership were evident
while performing high-risk missions in a highly dynamic
operating area. His example is a standard to emulate for Boat
Forces professionals throughout the service. BM1 Guerra is a
certified Tactical and Pursuit Coxswain on the Response Boat
- Small (RB-S II), Pursuit Coxswain on Cutter Boat-Over The
Horizon (CB-OTH IV), Pursuit Designated Trainer (DT) Pursuit
OPFOR Coxswain, Boarding Officer, Flood Response Coxswain,
and Pursuit Coxswain on the Navy 11-meter Rigid Hull
Inflatable Boat (RHIB). BM1 is a key member of the unit's
Boat Crew Examination Board and is a Boat Crew Designated
Evaluator. During 2022, BM1 Guerra deployed for 127 days
in support of eleven high visibility operations including the
United Nations General Assembly, State of the Union Address,
Baltimore Fleet Week, SpaceX Launch, two Military Outloads,
and four presidential security missions. He also supported
the team's response to twelve search and rescue cases, totaling
67 lives saved from the unforgiving Rio Grande River in
austere conditions. BM1 Guerra's search and rescue skills
are a testament to the Coast Guard's oldest mission of
minimizing loss of life, property damage, and rendering aid
to distressed persons in the maritime environment. For the

2. Each year it is extremely difficult to select only one
recipient from the superb group of petty officers who are
nominated for this award. I am pleased with the number of
exceptional quality nomination packages that were submitted
and commend all those who took time to acknowledge the many
outstanding coxswains we have throughout the Boat Forces
community. The following are the 2022 CDR Ray Evans
Outstanding Coxswain trophy nominees:
