1. This ALCOAST announces an update to the field guidance provided
in REF (A). In an effort to streamline, increase the efficiency and
speed of Personally Procured Move (PPM) payments, FINCEN has
developed a SharePoint process that will allow electronic submission
of claims. This process will also facilitate workflow communication
with the member. The member can elect to add the Authorizing
Official (AO) to their claim via SharePoint to enhance transparency
and improve processing times.
2. Effective Monday, 1 May 2023, all PPM claims must be submitted,
with all proper supporting documents, through Coast Guard Common
Core at:

Once the page has loaded, locate the Finance Tools & Trackers, and
click on FINCEN PPM CLAIMS. Then, click on Submit & View Claims
under the User Access Menu. REFs (B) and (C) can be viewed by
clicking on PPM Support Documents under Supporting Documents.
3. PPM moves should be obligated in Direct Access (DA) by the AO
with the cost estimate that the member received from the
Transportation Office (TO) to speed up payment of submitted claims.
Please note, this is only an estimate, and the actual incentive pay
is based on actual weight.
4. If you are unable to access Common Core, you may need to
continue to submit PPM claims to FINCEN via US Mail. Exceptions to
Common Core submission include, but are not limited to: retirees,
individuals who no longer have a Common Access Card (CAC), do not
have access to Coast Guard SharePoint, and/or no or limited internet
connectivity. Please note, receipt scans need to be clearly legible.
If in doubt, submission of PPM claims via US Mail is recommended.
