SUBJ: MID-TERM COUNSELING JOB AIDS AND VIRTUAL ROADSHOW

1. Officer Personnel Management (OPM) announces a virtual roadshow on 27 April 2023 at 1200 EDT
and the introduction of job aids to assist in completing mid-term performance counseling. Refs A and B
discuss the policy requirements related to mid-term counseling.
2. Intent
A. Job aids for Reported-on Officers (ROO) and counselors are now available as a guide for mid-term counseling. The Job Aids contain a list of references counselors and ROOs should be familiar with
prior to their mid-term counseling to ensure the guidance given aligns with current CG directives.
B. The Job Aids are meant to aid in organizing and facilitating the conversation and are not an
exhaustive checklist for the engagement. Specific subject matter and depth of conversation will vary in
each counseling and should also include any unit specific requirements. The job aids provide guidance
on how to prepare for, execute, and follow-up on the matters discussed during the counseling.
C. The mid-term counseling session should leave the ROO with a clear understanding of job
expectations and an appraisal of their current performance in the following categories: performance,
professionalism, leadership, and education.
3. Timeliness
A. While no specific date is prescribed for mid-term counseling, a best practice is to conduct the
meeting at the midway point in the marking period.
B. Additional meetings are highly encouraged between the ROO and their supervisor throughout
the marking period.

B. OPM-4 will host a virtual roadshow for the field on 27 April 2023 at 1200 EDT. This event will
cover mid-term counseling best practices and will include a question and answer segment. If you would
