SUBJ: HALF-MASTING OF NATIONAL ENSIGN
A. U.S. Coast Guard Regulations 1992, COMDTINST M5000.3B
1. As directed by the Office of the Governor of Iowa, the
national ensign shall be flown at half-mast from sunrise to
sunset on 07 April 2023 in remembrance of former University
of Iowa President Willard Boyd.
2. The national ensign shall be flown at half-mast on all U.S.
Coast Guard buildings, grounds, and vessels not underway.
3. If normally flown, the Department of Homeland Security flag
shall also be flown at half-mast for the same duration.
4. Internet release is authorized.
