1. This ALCOAST solicits subject matter expert volunteers to
participate in the Modernized Cutter Readiness and Training (MCRT)
cycle Integrated Project Team (IPT) working groups from
24 April - 7 July, 2023. The working groups will redesign the
current CART/TSTA programs outlined in REFs (A) and (B) for
all cutter platforms.
2. REF (C) established the joint COMDT (CG-7) and FORCECOM MCRT
Cycle IPT to modernize the cutter readiness and training system.
This effort will raise baseline cutter and crew readiness, identify
ways to provide better support, and prepare cutter crews for their
missions in alignment with Ready Workforce 2030 and Modernized Ready
Learning principles.
3. Participants in the working groups will be asked to utilize their
unique operational backgrounds and experience to provide valuable
insight to the teams' efforts and their resulting products.
Examples of projects the working groups will complete include:
analyzing the required operating capabilities and projected mission
environment of the assigned cutter platforms, identifying individual
and training team knowledge and skill requirements, identifying
challenges in conducting training availabilities within operational
and maintenance schedules, and proposing recommended changes.
4. MCRT Cycle IPT Working Group Participant Requirements:
    a. The target population for participants are active-duty members
holding the rank of E6-E9, CWO, or O3-O5 (O5 positions available
only on select working groups) with recent or current cutter
experience on the given platform(s) and personnel with experience
managing cutter fleets at the District and Sector level (i.e. cutter
schedulers and Response staff members). Participants are required
for these seven platform specific working groups:
       (1) NSC/OPC/PSC (request O5 participants)
       (2) WMEC
       (3) 225/MACKINAW/Polar
       (4) FRC/PATFORSWA
       (5) Icebreaker, Buoy, and Construction Tenders (175 and below)
       (6) 110/87
       (7) Cutter Boat program
    b. Working groups will utilize TEAMS and other online
collaboration tools to complete this project virtually. There is no
anticipated travel in support of this IPT. Members selected will be
required to commit approximately 15 hours per month for the entire
timeframe outlined in paragraph 1. Documents will be provided to
the working groups as read-ahead material in preparation for their
role to ensure the completion of projected goals within the allotted
time. After identifying the participants, the IPT Team will send a
detailed schedule of events provided via email.
5. Interested participants should email the IPT Team Lead, CDR Diana
Ferguson, by April, 2023. The email shall include (1) which working
group(s) you are interested in supporting, (2) a list of assignments
or recent experience on the platform or as a cutter manager, and (3)
a statement acknowledging your ability to support the time
commitment outlined in paragraph 4.b. Your current unit command
shall forward emails with command approval and endorsement for your
participation.
