SUBJ: 2023 LEAGUE OF UNITED LATIN AMERICAN CITIZENS (LULAC)
EXCELLENCE IN PUBLIC SERVICE AWARD
1. Nominations are now open for the 2023 LULAC Excellence in Public
Service Award.
2. The Award recognizes excellence in the advancement of education,
economics, health, and diversity accomplishments, particularly
within underrepresented populations of the Nation. The Award is
provided to recognize these achievements by civilians and members in
the uniformed services.
3. Anyone within the Service can nominate an individual or team
deserving of the Award. All nomination packages must include
narratives that address the criteria below as well as the items
listed in Paragraph 4.
    a. Activity Period: A minimum of one year of service is required
for consideration and the activity must have occurred during the
2022 calendar or fiscal year.
    b. Description of the Activity: In no more than a quarter page,
briefly describe the situation or context of a project, program or
challenge that was addressed and any relevant stakeholders. Focus on
community activities and/or work that affects the advancement of
education, economic, health, and diversity accomplishments. Use
specific examples and indicate the date started and if completed,
the end date.
    c. Action Taken: In no more than a half page, describe the exact
actions taken by an individual or team that made a significant
contribution within the purpose of the Award.
    d. Impact of Activity: In no more than a half page, explain the
results and impact of an individual or team action, describing why
the action mattered, how it made a difference and whom it affected.
Include ways in which the work performed is part of a bigger picture
and how it impacted a community.
4. Additionally, nomination packages should include:
    a. Signed Command cover memorandum.
    b. Award nomination form (available from POC listed in
Paragraph 6).
    c. Narratives as described in Paragraph 3.
    d. Biography: Please submit a biography of no more than half a
page. If a team submission, please provide a summary description of
their collective talents, and range of service.
    e. Photograph: Please submit a chest-high color portrait - JPG
format at 300 dpi resolution. If the image is of a team, submit a
group waist-high color photograph. Once awardees are selected, all
uniformed service members must submit a photo in uniform and all
civilians must submit a photo in business attire.
5. Nomination packages must be submitted as an email with
attachments to the POC in Paragraph 7 NLT April 25, 2023.
Nominations must be in MS Word, 12-point type Times Roman or Times
New Roman with standard 1" margins. Please do not include any
Personally Identifiable Information (PII) beyond that which is
required. Commands of award recipients will be notified by email
prior to release of the ALCOAST announcing the winner(s).
6. Civil Rights awards help to maximize the Coast Guard's overall
mission effectiveness through recognition of members'
accomplishments and contributions to Civil Rights and Equal
Opportunity.
