SUBJ: AY23 OFFICER CRITICAL SKILL BILLET PILOT PROGAM:
OPPORTUNITIES FOR TEMPORARY SERVICE PROMOTION OR RECOMMISSION
A. ALCOAST 033/23, UPDATES TO POLICY TO INCREASE OFFICER MANAGEMENT
FLEXIBILITY
1. Ref (a) updated policy outlined in COMDINST M1000.3A regarding the
management of Critically Trained Officers (CTO). For AY23, PSC-OPM
is piloting CTO management with select billets in the CG Medical program.
2. The following AY23 positions require critical skills, and those
CTOs who apply to these billets and are below the required rank may
be eligible for Temporary Service Promotion or to recommission to
the next higher grade as outlined in ref (a). Additional information
on the billets and required critical skills are provided below:
a. HSWL OAKLAND, OP MED ASST CHF (POSN: 00012355), Captain (O6)
(1) Assignment Officer (POC): LCDR Jacqueline Hunnicutt
(2) Must hold one of the following:
            i) CG-SEI12 Tier 3 (or legacy CG-MED12)
            ii) CG-PHA10J
            iii) Five years of experience assigned at a USCG clinic
b. BASE KODIAK, HSWL DEPT HEAD D17 RM (POSN 00036256), Commander (O5)
(1) Assignment Officer (POC): CDR Sarah Brennan
(2) Must hold the following Qualifications and Competencies:
            i) CG-SEI12 Tier 3 (or legacy CG-MED12)
3. Interested Active Duty and Reserve Officers should submit
applications by 5 April 2023. All applications must be in CG
standard memo format and have a command endorsement. The command
endorsement should address short tour and backfill requirements,
and if required, the officer's potential to serve at the next higher
paygrade IAW ref (a). All memos should contain desired positions
from above, must contain the member's EMPLID, and current contact
information. E-mail complete application memo with command
endorsement to the assignment officer POC listed above.
4. Applicants will be assigned to the above billets through the
normal assignment process.
5. Once assigned, if the member meets the eligibility requirements
outlined in ref (a) but does not meet the associated billet rank, the
may be considered by a Temporary Service Promotion Selection Board
for promotion to the next higher rank or to recommission at the next
higher grade in the USCGR, if eligible. The Temporary Service
Promotion Selection Board will conduct a review of the member's
record and may recommend the officer for temporary promotion to the
next higher rank for the assigned billet for the duration of their
assignment. As outlined in ref (a), temporary promotions are not
permanent.
