1. This ALCOAST announces the publishing of REF (A) that authorizes
the Coast Guard to repay certain types of federally insured student
loans as recruitment or retention incentives for certain
Coast Guard civilian employees paid from appropriated funds.
2. The program has been in place since July 2011 to provide
incentives on a case-by-case basis for difficult-to-fill or
difficult-to-retain positions when it is determined in the absence
of loan repayment benefits the Coast Guard would have difficulty
filling a position with a highly qualified candidate or retaining
a highly qualified employee.
3. Unchanged is the statutory 3 year minimum service requirement
upon receipt of an initial loan repayment amount up to $10,000 per
year. Unchanged is the maximum student loan repayment amount of
$60,000 in total.
4. What has changed - (REF (A)):
    a. Removes the Coast Guard requirement to extend the three-year
service agreement after the first loan repayment. Any additional
repayments made during this three-year period do not extend the
initial three year service agreement.
    b. Adds requirement that requests for funding beyond three years
requires a new request package from management for benefit
revalidation.
    c. Adds language that additional payments made after the initial
three-year agreement has been completed the service agreement will
be extended by one year.
