SUBJ: SOLICITATION FOR AY24 PHYSICIAN TRAINING APPLICATIONS
A. Coast Guard Physician Undergraduate and Graduate Medical
Education Program, COMDTINST 6010.8
1. This ALCOAST solicits for Enlisted and Officer applicants
interested in being considered for selection to attend the
Uniformed Services University of the Health Sciences (USUHS)
Enlisted to Medical Degree Preparatory Program (EMDP2) or the
USUHS School of Medicine (USUHS SOM) four-year medical student
program, IAW REF (A). The candidates selected by the panel should
anticipate starting the program in the summer of 2024.
2. Background.
    a. The EMDP2 is a competitive program through USUHS for enlisted
personnel who desire to attend medical school and become military
physicians. It consists of a two-year pre-medical school program in-
residence at George Mason University; completing the Medical College
Admission Test (MCAT); and applying to the USUHS SOM for entry into
the four-year medical student program. During the program, students
remain in their enlisted grade. Members who complete the program and
are accepted into the USUHS SOM program will be commissioned as
ensigns prior to matriculation.
    b. The USUHS SOM Program is a four-year allopathic medical
school program that leads to the award of a professional degree
in medicine (Medical Doctor, or M.D.). It is completed in-residence
at USUHS.
3. Eligibility.
    a. For EMDP2: Active Duty and Reserve enlisted personnel in the
pay grades of E-4 through E-7. Commissioned Officers, Chief Warrant
Officers, and other enlisted pay grades are not eligible.
    b. For USUHS SOM: Commissioned officers in the grades of O-1
through O-3, warrant officers, and enlisted personnel in the grades
of E-4 through E-7, on Active Duty, SELRES, or IRR. Personnel
currently serving as Coast Guard Academy cadets are not eligible to
apply to these programs. Selected officers must resign their current
commission and commission into the grade of O-1 or O-1E
(as appropriate), as required by USUHS, and are eligible for
"save pay" as per REF (A). USUHS SOM graduates are recommissioned
in the grades of O-3 or O-3E, Regular Coast Guard, as applicable.
4. Expectations and requirements for EMDP2. All applicants for EMDP2
must meet USUHS admissions requirements, which may be periodically
updated. Applicants are encouraged to review admissions requirements
on the program website for the most up-to-date information
(see paragraph 6). Applicants seeking to participate in the EMDP2
must meet the following requirements:
    a. A completed baccalaureate degree (any major or academic
discipline) with a minimum cumulative Grade Point Average (GPA) of
3.2 from an accredited U.S. college or university. USUHS will not
consider waiver of these requirements; therefore, applicants who do
not meet them will not be considered.
    b. One year (six semester hours) of college-level English or
Writing-intensive Humanities, Languages, Social Sciences, or
Psychology and one semester (three semester hours) of college
Algebra, Higher-level Math, or Statistics. These requirements may
be satisfied by results from the College Level Examination Program
(CLEP), Defense Activity for Non-Traditional Education Support
(DANTES), and/or DANTES Subject Standardized Tests (DSST).
    c. A Scholastic Aptitude Test (SAT) or American College Testing
Test (ACT) within five years of application to USUHS.
    d. Be no older than 34 on 1 July in the year of matriculation to
the EMDP2 Program (the director of EMDP2 can recommend waiver of
this requirement for USUHS consideration).
    e. Have more than 3 but less than 10 years of service on 1 July
in the year of matriculation to the EMDP2 Program. The 3 year
minimum is not waiverable, but the 10 year maximum can be
considered for waiver.
    f. Be a U. S. citizen.
    g. Meet Coast Guard requirements for appointment as a
commissioned officer.
    h. Members must be recommended for advancement and maintain
advancement eligibility throughout application process. Members who
have received a criminal conviction, Non-Judicial Punishment, and/or
an unsatisfactory conduct mark within the preceding 24 months are
ineligible to apply.
    i. Be in compliance with the Coast Guard Body Composition
Program.
    j. Be tour complete on or about the time of matriculation to the
EMDP2.
    k. Applicants who are not tour complete may only apply with a
positive command endorsement.
    l. While not required, experience in military healthcare is
highly desirable.
5. Expectations and requirements for USUHS SOM.
    a. This paragraph applies to candidates who apply direct to
USUHS SOM or those who apply following completion of EMDP2.
    b. Applicants must be U. S. citizens.
    c. Enlisted and officer applicants must meet Coast Guard
commissioning requirements. This includes a commissioning physical
exam within 12 months of projected matriculation to USUHS (including
applicants who are already commissioned officers). Personnel
requiring a commissioning physical may obtain one through a Coast
Guard or DoD clinic or Military Treatment Facility. All students at
USUHS must be commissioned as Ensigns/O-1. Students with prior
service receive base pay protection while attending USUHS but
receive Basic Allowance for Housing at the O-1 or O-1 with
dependents rate, as appropriate.
    d. Applicants must be no older than age 36 on June 30th of the
year of projected matriculation to USUHS. The Coast Guard and USUHS
may waive this requirement.
    e. Applicants must complete an application to USUHS through the
online American Medical College Application Service (AMCAS).
    f. Applicants must also complete a supplemental application to
USUHS; procedures to complete the supplemental application will be
sent to applicants once they have applied using AMCAS.
    g. Applicants must have taken the MCAT within three years of
projected matriculation; applicants are encouraged to visit the
USUHS website for more information as information regarding
competitive scores may change annually.
    h. Applicants must submit Letters of Recommendation as
prescribed at the USUHS application website.
6. The required application packages and other information for both
EMDP2 and the Graduate MD programs at USUHS SOM are available at

7. Selection Panel Application Requirements: Personnel interested
in either program must submit an application, as one PDF package,
that includes the following items in the following order:
    a. Personal Narrative (no longer than 1 page, standard Coast
Guard Memo format)
    b. Commanding Officer's Endorsement (no longer than 1 page,
standard Coast Guard Memo format)
    c. MCAT score report (for USUHS SOM applicants)
    d. SAT or ACT score report (for EMDP2 applicants)
    e. Baccalaureate degree transcripts (and any additional
transcripts as applicable)
8. Waivers to the above eligibility requirements shall be sent to
CAPT Steiner via a command endorsed memo no later than 17 April
2023. Application materials must be submitted, as one PDF package,
to CAPT Shane Steiner at: Shane.C.Steiner@uscg.mil NLT 17 April
2023. The PDF Portfolio format will not be accepted.
9. All applicants should make themselves available for a Teams
interview during the second day of the scheduled panel (see
paragraph 12 below). This interview will require audio and visual
capabilities. Each applicant will be contacted directly after the
first day of the selection panel to determine if the panel has
moved them to the interview phase. If selected for the interview
phase, a time slot will be scheduled for the next day. Applicants
should appear in uniform for the video interview.
10. Enlisted applicants are encouraged to ensure their annual or
semiannual evaluations are completed and marked final in Direct
Access NLT 10 April 2023.
11. Officer applicants are encouraged to submit annual or
semiannual OERs in a timely manner. This panel convenes within the
allowable 45 day submission window for the March ENS OER, but if an
applicant desires the March OER to be reviewed by the panel, the
candidate is responsible to work with their command to submit their
completed OER to OPM-3 NLT 10 April 2023. All applicants who have
not submitted an OER should submit directly to OPM-3 with "URGENT
MEDICAL PANEL APPLICANT" as the subject line.
12. Selection for these Coast Guard funded opportunities is a two-
step process. The first step is submission of the application to
the Coast Guard panel. The second step is the application to the
USUHS program. All applicant packages will be reviewed by a Coast
Guard executive-level panel from 24-28 April 2023 and selectees will
be forwarded to USUHS NLT 1 June 2023. As for the program-specific
part of the process, applicants must apply directly to the program
they are interested in and complete that school's application
process as outlined in the USUHS SOM website. Previously, USUHS
SOM has accepted rolling applications from 1 June through 1
November, but interested candidates should confirm current
requirements on the USUHS SOM website.
