1. On 31 Aug 2022, the Coast Guard officially stood-down the
Data Readiness Task Force (DRTF) and established the Office
of Data and Analytics (CG-ODA). Data and Analytics have been
established as a Coast Guard technical domain that includes
data governance, data management, and data analytics, including
current and emerging advanced analytics, commonly known as
artificial intelligence (AI). The Office of Data and Analytics
reports jointly to the Deputy for Materiel Readiness (DCMS-DMR)
and the Deputy for Operations Policy and Capabilities (DCO-D)
and will focus on efforts to shape the future of Coast Guard
data management and realize the full potential of data as a
strategic asset.
2. Aligned with the Commandant's intent to sharpen our
competitive edge and advance mission excellence, COMDT (CG-ODA)
will focus efforts within three distinct yet interdependent
divisions:
    a. Data Analytics: responsible for developing, implementing,
and maintaining Coast Guard policies for data analytics to promote
data-driven decision-making.
    b. Data Integration: responsible for the integration of curated
data sources, maintaining a technical environment to support
visualization and analytic tools and providing guidance, support,
and oversight for platform developers.
    c. Data Strategy and Governance: serving as the principal
advisor for strategic planning and developing an approach to
data management to promote data standards, improve data quality,
and satisfy legal requirements and ethical use of organizational
data.
3. Data is at the forward edge of a rapidly changing frontier, and
efforts in this realm will continue to quickly evolve.
COMDT (CG-ODA) will guide data transformation and harness the power
of Coast Guard data to support data-informed decision making.
COMDT (CG-ODA) will be identifying data owners and data stewards,
and working to create Federated Data Teams within the organization's
new data domains. The Coast Guard Data Governance Board has
established these new data domains to align with core business
elements such as personnel readiness, finance, logistics, and
operations, among other specialty functions. The first data team has
been named Data Team ONE and is beginning data-focused activities
within the Personnel Readiness Data Domain.
4. COMDT (CG-ODA) is overseeing the implementation of SURVEYOR,
the Coast Guard's Integrated Data Environment (IDE). SURVEYOR will
provide data integration and interoperability to automate certain
tasks and provide advanced data analytics and visualization
capabilities to the workforce.
5. COMDT (CG-ODA) will spearhead the development and integration of
Cognitive Technologies to include Machine Learning (ML) and
Artificial Intelligence (AI) into SURVEYOR or other platforms with
advanced analytic capabilities. These tools will leverage predictive
and prescriptive analytics to enhance operational effectiveness and
reduce risk across all mission areas.
