SUBJ: SOLICITATION FOR LEADERSHIP AND MANAGEMENT IN THE
INTELLIGENCE COMMUNITY CERTIFICATE PROGRAM
1. This ALCOAST solicits applicants for the National Intelligence
University's (NIU) Leadership and Management (L&M) in the
Intelligence Community (IC) certificate program beginning in
October 2023.
2. Program Descriptions:
a. The L&M in the IC certificate program is a 16-person cohort
designed to build the IC's next generation of leaders. Since 2012,
more than 300 intelligence officers have completed the L&M in the IC
program. A hallmark of this program is the diverse student body,
comprised of intelligence professionals from across the IC. The
program is uniquely designed to provide an integrated experience
that allows students to analyze real-world intelligence challenges
and craft solutions that provide tangible immediate impacts on the
IC.
b. Selected applicants will take four one-week courses (at
ICC-B in Bethesda, MD), beginning in October 2023:
(1) Leadership and Intelligence: October 2-3, 2023
(2) National Security Decision-making: January 22-26, 2024
(3) National Security Law and Ethics: March 25-29, 2024
(4) Organizational Management and Change: May 13-17, 2024
3. Applicants should carefully review NIU admission and eligibility
requirements at:

NIU applicants will be required to submit an application form, a
professional resume (1-2 pages), a statement of purpose (500 words),
and official transcripts. Applications are due to NIU
27 February 2023.
4. Eligibility:
a. Applicants must be a GS-13 to GS-15, O4 to O6, or E8/E9 and
have at least ten years of experience in the IC. Applicants must
have a current TS/SCI clearance and have a Single Scope Background
Investigation (SSBI) on file within the last 5 years.
b. Personnel within the DC region are eligible to apply.
Personnel outside of the DC area who are willing to personally
incur all travel and associated costs to ensure attendance at all
required sessions in the DC area are also eligible to attend.
5. Interested personnel must submit the following documents, via
email, to the points of contact listed below no later than
3 February 2023.
a. Statement of Purpose (500-word unclassified, typed, and double
spaced essay) outlining your motivation for pursuing the L&M
certificate, your professional goals and objectives in the Coast
Guard Intelligence Program, and what you achieved in your education
or career that enhances your ability to successfully undertake this
program.
b. Professional resume or curriculum vitae (1-2 pages)
c. Copies of the applicant's last three performance appraisals
(with personally identifiable information removed).
d. Verification of 10 years of IC experience
e. Supervisor approval to participate
6. Selection Process: COMDT (CG-2) will convene a selection panel of
senior intelligence leaders to select Coast Guard nominees.
Selection by the COMDT (CG-2) panel does not guarantee admission to
NIU.
