1. OVERVIEW. This ALCOAST announces an update to the results
of the FY23 Military Workforce Planning Team (MWPT),
specifically the Guaranteed A School Enlistment Bonuses (GA-
EB) authorized in Paragraph 3 of REF (A).
2. ELIGIBILITY. A $15,000 GA-EB is authorized for new
recruits, for their first career enlistment, who agree to
obligate a four (4) year ADSC and attend a CS Class A School
immediately upon graduation from boot camp. Members who
enlist under this intervention have the option to change to a
new rating after completing two years (2) in the CS rating.
3. POLICY/PROCEDURE. The following information provides a
temporary addition to the terms of enlistment covered under
Chapter 1 and 2 of REF (B) for this ALCOAST.
a. This intervention requires a new recruit to complete a
four year ADSC with at least:
(1) Two years of active duty service in the CS rating
from the date the CS rating designator is issued; and
(2) Members may request a different rating for the
remainder of their ADSC IAW with this ALCOAST.
b. Members who enlist under this intervention and choose
to apply to change to a new rate after completing the ADSC
requirements in Paragraph 3.a.(1) of this ALCOAST, must
complete the following at least six months prior to the end
of their two years in the CS rating:
(1) Receive counseling from the CS Assignment Officer
(AO);
(2) Meet the Change in Rating (CIR) requirements and
extension criteria in REF (C); and
(3) Submit a CIR request to CG PSC-epm-1 IAW REF (C).
c. Members that choose to apply to change their rate and
complete the requirements in Paragraph 3.b of this ALCOAST
will have the option to be placed at the top of a Class A
School for which they are qualified. Assignment to a Class A
School will be based on the needs of the service and cannot
be guaranteed if the requirements in Paragraph 3.b of this
ALCOAST are not met.
d. Members that change to a new rate shall extend their
enlistment upon graduation from Class A School to meet
obligated service IAW REF (D). Such members will receive an
assignment based on the needs of the service.
e. This message waives Chapters 2.D.2.a and 2.D.2.b of REF
(B) for members who enlist under this bonus offering and who
have completed the ADSC required in Paragraph 3.a.(1) of this
ALCOAST.
f. The following language replaces Chapter 2.E.4 of REF
(B) for the bonus offering in this ALCOAST: "Discharge or
Change in Rating. Members who are discharged or change
ratings prior to completing the two year ADSC in the CS
rating for which they were paid an EB, or who are discharged
prior to the completion of their 4 year ADSC, must repay the
unearned bonus per Chapter 1.D of this Instruction. Members
may request an exception to repayment in accordance with
1.D.6 of this Instruction."
4. All other provisions of REF (A) remain in effect.
