1. As directed by REF (A), the Commandant has established the
Advisory Board on Women in the Coast Guard. The Advisory Board
will report to the Commandant of the Coast Guard through the
Assistant Commandant for Human Resources, CG-1 and the Senior
Advisor for Diversity and Inclusion (SADI).The Advisory Board is
a separate entity, functioning independently from the Advisory
Board on Women at the Coast Guard Academy, established by the
Superintendent of the Coast Guard Academy.
2. The purpose and duties of the Advisory Board are to provide
advice and recommendations on matters relating to the recruitment,
retention, wellbeing, and success of women serving in the Coast
Guard, to include recommendations for the report on Gender
Diversity in the Coast Guard. Advisory board members will be
appointed by the Commandant, through a selection board panel
process managed by the Office of Diversity and Inclusion, CG-127.
Service as a member of the Advisory Board will be in a
collateral, voluntary duty capacity. Applicants may apply for a
term of two, three or four years. Total time of Service on the
Advisory Board shall not exceed six years.
3. The Advisory Board shall, to the extent practical represent the
diversity of the Coast Guard. The Advisory board shall be composed
of no more than 15 members to include an equal number of
representatives from each of the following categories:
a. USCG Active Duty Officers
b. USCG Active Duty Enlisted
c. USCG Reserve Officers
d. USCG Reserve Enlisted
e. USCG Retirees
4. Advisory Board Eligibility Requirements include the following:
a. Applicants must be USCG Active duty, Reserve or Retiree.
b. Active duty and Reserve members:
(1) must have at least 24 months remaining on their current
enlistment or signed service agreement.
(2) must have command support. Commands are required to review
applicants OMPF prior to providing recommendation.
(3) must meet retention standards.
c. Retiree Applicants:
(1) Must provide proof of retirement for honorable service
completed as verified by an official Certificate of Release or
Discharge from Active Duty, DD-214 for Active duty Retiree's or
official retirement orders for Reserve Retiree's.
d. Applicants cannot hold a fiduciary position (e.g. officer,
director, trustee, board member, general partner) of a non-federal
entity that may present a conflict of interest with the Coast
Guard. Determination of a conflict of interest will be determined
by CG-LGL during the application review process. Further
applicants cannot be
a registered lobbyist under the Lobbying Disclosure Act.
5. Advisory Board Application Requirements include the following:
a. All Applicants must submit an Advisory Board Application Form.
b. All Applicants must submit a one to two page personal statement
(standard letter format) that includes their interest in serving
as an Advisory Board member; commitment to furthering the
diversity and inclusion within the Coast Guard and deliberate
actions they have taken in support of the retention, recruitment,
wellbeing and success of women in the service; include
qualifications/experience relevant to service as an Advisory Board
member (e.g. through work, school, and/or volunteer, community
service experience); list of all non-federal organizations in
which the applicant holds a fiduciary responsibility.
c. Active duty and Reserve Applicants must submit the following:
(1) A Command Endorsement (memo format) no greater than one
page, addressing the applicant's potential to serve as an Advisory
Board Member, how the prospective Board member has contributed to
the retention, recruitment, wellbeing, and success of women in the
Coast Guard; how the Board member would benefit the service.
(2) A copy of their Employee Summary Sheet (ESS) from CGBI.
d. Retiree Applicants must submit the following:
(1) A letter of recommendation from a leader who the applicant
has interacted with in a professional capacity either during their
service time in the Coast Guard or as a veteran addressing the
applicant's potential to service as an Advisory Board member,
how the prospective Board member has contributed to the retention,
recruitment, wellbeing, and success of women in the workplace; how
the Board member would benefit the service.
(2) A Copy of their DD-214, Certificate of Release or Discharge
from Active duty or a copy of official retirement orders for
Reserve Retiree's.
e. Reserve and Retiree Applicants must submit a Professional
Resume, detailing their civilian employment/career history.
f. Application Deadline: January 20, 2023, 2359 Eastern Standard
Time.
g. Completed applications shall be submitted as a combined single
PDF file. The PDF shall be titled in the format of the applicant's
last rate/rank_service status_Last name_First name. Example:
(CAPT_Retired_Hook_James_) and submitted electronically via email
with subject line: USCG WOMEN'S ADVISORY BOARD APPLICATION - 2022

6. REF (D) lists the comprehensive application process and
requirements.
7. Selected applicants will be notified NLT 60 days from date the
application period closes.
8. This solicitation may also be used to make additional
selections after the initial selections have been made.
