BASIC ACADEMY (NEMBA) COHORT AND APPLICATION PROCESS
1. The Office of Emergency Management and Disaster Response
(CG-OEM) presents an exciting opportunity to attend the FEMA
Emergency Management Institute's (EMI) / National Emergency
Management Basic Academy (NEMBA). This ALCOAST provides program
information and application requirements.
2. NEMBA provides a foundational education in emergency management
and is part of the FEMA EMI's Emergency Management Professional
Program. The FEMA EMI curriculum is designed for newly appointed
emergency managers with less than three years of emergency
management experience and consists of the five courses listed
below. As the program generally draws emergency managers from all
sectors (federal, state, local, tribal, territorial,
non-governmental, and private), it also supports invaluable
inter-agency collaboration and networking. More information on

a. E/L/K0101 - Foundations of Emergency Management
b. E/L/K0102 - Science of Disaster
c. E/L/K0103 - Planning: Emergency Operations
d. E/L/K0146 - Homeland Security Exercise and Evaluation
Program (HSEEP)
e. E/L/K0105 - Public Information Basics
3. In Fiscal Year (FY) 19, CG-OEM hosted a pilot NEMBA in
partnership with the Virginia Department of Emergency Management.
The program successfully graduated 19 Coast Guard members,
despite schedule changes due to the COVID-19 pandemic. In FY22,
COMDT (CG-OEM) collaborated with the states of Washington and South
Carolina to host two cohorts with 41 Coast Guard members
completing the program. The FY23 NEMBA opportunities outlined in
this ALCOAST continue this highly successful program with one
cohort offered in partnership with the North Carolina Emergency
Management Division. This cohort has 20 openings for Coast Guard
personnel and 20 openings for local/state partners. Hosting EMI
NEMBA cohorts with state partners significantly increases Coast
Guard throughput for this highly desired training program, and
aligns closely with the 2022 Coast Guard Commandant's Intent and
Strategic Guidance to advance our mission excellence by building
on our ability to lead in crises.
4. In order to be considered for this unique opportunity,
applicants must meet at least one of the following criteria:
a. Currently serving in an Emergency Management Force Readiness
(EMFR) staff or Incident Management Division (IMD) at a Sector or
Marine Safety Unit (MSU).
b. Qualified as an ICS Type 3 Unit Leader and currently assigned
as such on a Sector/MSU IMT roster.
c. Currently serving in an emergency management billet at District
(DXC/DXO/DRM), Area (LANT-53/535/537 and PAC-5/55/57), or
Headquarters (CG-OEM).
5. This training opportunity is open to Coast Guard civilians,
officers, and enlisted members. SELRES candidates may apply,
however the member must have adequate IDT/ADT in order to
complete the full three weeks. Officers and enlisted members must
have two years remaining in service at time of enrollment.
Civilians must have at least one year in service at time of
enrollment.
6. FY23 cohort location and dates are listed below. This cohort
consists of three separate training weeks, which includes all
five NEMBA courses. Members who apply and are selected must be
able to attend all three training weeks in Raleigh, NC.
Week 1: 6-10 March 2023 (travel dates 5 and 11 March)
Week 2: 20-24 March 2023 (travel dates 19 and 25 March)
Week 3: 17-21 April 2023 (travel dates 16 and 22 April)
7. Timely and complete submission of application packages is
critical. The application deadline is 04 January 2023 at 1600
EST. Primary and alternate selections will be announced via
ALCOAST. Information on travel/logistics will be sent via SEPCOR.
8. Application packages must include:
a. The CG NEMBA application form. This application form can be

b. A board view Employee Summary Sheet (ESS)
c. A command endorsement. The command endorsement must be in memo
format, must acknowledge the time commitment of three separate
weeks, must be from the unit Deputy/XO or equivalent, and is
limited to one page. If desired, the endorsement may also speak
to why the member is a strong candidate. Command endorsements for
SELRES members must state that the member has adequate IDT/ADT to
complete all three training weeks.
d. A FEMA Transcript highlighting completion of the following 12
pre-requisite online Independent Study (IS) trainings: IS-29,
IS-100, IS-120, IS-200, IS-230, IS-235, IS-240, IS-241, IS-242,
IS-244, IS-700, IS-800. FEMA IS courses can be found at:

e. If applicable, proof of Type 3 qualification and unit IMT
position.

the form of a single pdf file with the following naming
convention: "LastName_FirstName_FY23 NEMBA Application."
9. The CG/NC NEMBA cohort and all related travel for participants
will be funded by COMDT (CG-OEM).
