SUBJ: ENLISTED ASSIGNMENT PRIORITY REVIEW PANEL – SOLICITATION FOR INPUT
A. Military Assignments and Authorized Absences, COMDTINST M1000.8A
1. In accordance with Ref A, EPM is soliciting field input in advance
of the triennial Enlisted Assignment Priority (AP) Review Panel to be held
in April of 2023. The results of the AP Review Panel will be applicable
for a period of three years commencing with Assignment Year 2024 (AY24).
2. APs play a critical role in the enlisted assignment process by
incentivizing arduous or hard-to-fill assignments. The current AP system
will be subject to a holistic review during the panel process, with specific
focus on the arduousness of the assigned duty location, the arduousness
of the assigned duties, and the ability to fill positions at applicable units.
3. Commands are invited to submit input specific to their unit for
consideration by the panel. In assessing any potential change to AP,
the panel will utilize extensive historical data from all e-Resumes
submitted by the enlisted workforce in Direct Access to identify
those hard-to-fill units/locations. Accordingly, specific input should not
address concerns regarding desirability or ability to fill certain billets.
4. Input should be provided via memorandum, not to exceed two pages.
A memorandum template is located on the EPM-2 SharePoint site listed below.
No external data or metrics regarding the hard-to-fill nature of specific
units or assignments is requested. The memorandum should specifically address:
A The arduous nature of the duties performed by the unit;
B. The average number of days deployed outside the assigned military
house area per member over the past 3 years;
C. Unique concerns related the geographic location unit or position.
5. Input must be submitted to:

to be considered by the panel. Late submissions or those exceeding
the maximum length specified above will not be accepted.
