1. Overview: The Office of Cyberspace Forces' (CG-791) Cyber Mission
Specialist (CMS) Rating Implementation Integrated Planning Team
(IPT) is executing VCG's direction in REF (C) to create three
reserve entities: a 39-member Reserve Cyber Protection Team (CPT);
48 Reserve Cyber Advisor positions assigned to Coast Guard
Operational Commands within the Marine Transportation System
(MTS); and a 15-member CGCYBER Coast Guard Reserve Unit (CGRU)
at U.S. Cyber Command (USCYBERCOM). These teams, along with the
CGCYBER Reserve Division, will consist of enlisted members from
the CMS and IS ratings, Cyber Mission Management (CMM) warrant
officer specialty, and commissioned officers. This message
establishes requirements for the CMS and CMM Reserve lateral
solicitation and targets current reservists with demonstrated
ability to perform cyber roles in accordance with the Department
of Defense Cyber Workforce Framework (DCWF).
2. Application: To be considered for accession into the CMS reserve
enlisted rating or CMM reserve warrant officer specialty, applicants
must submit a lateral Change in Rating (CIR) or Change in Specialty
(CIS) request package to the Office of Cyberspace Forces (CG-791)
via email (encrypted) at CyberRating@uscg.mil, IAW timeline below
(Paragraph 5.). All waiver requests should be included in members'
application package. The lateral application template is available

3. Eligibility: Candidates must satisfy the following eligibility
requirements to be considered for CMS or CMM Reserves:
a. E5s through CWO4 or E4s with E5 EPQ/RPQs completed.
b. United States citizenship (non-dual).
c. Active Secret Clearance, eligible for TS/SCI.
d. Compliance with standards listed in REF (D) and (E).
e. Successful completion of foundational cyber operations
training such as Joint Cyber Analysis Course (JCAC), Intermediate
Cyber Core (ICC), Cyber Operations Specialist Phase 1, or Common
Cyber Technical Core (CCTC).
f. (Optional - in lieu of requirements in 3.e) Attainment of
Information Assurance Management (IAM) / Information Assurance
Technical (IAT) level III or Cyber Security Service Provider (CSSP)-
Analyst/Incident Response/Infrastructure Support/Auditor/Manager
certification with commensurate professional experience for members
E7 and above.
g. (Optional - in lieu of requirements in 3.e) Attainment of
IAM/IAT level II or CSSP-Analyst/Incident Response/Infrastructure
Support/Auditor/Manager certification or greater with commensurate
professional experience for members E6 and below.
4. Command Endorsement: Applicants must obtain a Command endorsement
as part of their application. At a minimum, parent commands shall
confirm member eligibility and recommend approval of CIR/CIS. A
Commanding Officer Endorsement Memorandum template is available at
the Cyber Rating SharePoint Portal linked above (Paragraph 2).
5. Timeline:
a. NLT 16 February 2023: Application packages due to the Office
of Cyberspace Forces (CG-791) at CyberRating@uscg.mil.
b. OOA 13 March 2023: Candidate selections will be completed.
c. OOA 20 March 2023: Member selection into reserve CMS
rating and CMM specialty announced.
6. Personnel Records: Applicants are highly encouraged to review
their official personnel record via iPerms via link below to ensure
it reflects their most up-to-date certifications and experience.
The applicant's qualifications must appear in their official
personnel record in order to be considered during the application
review process.

Per REF (F), applicants may upload documents into their record
during the Coast Guard's transition to iPerms and should carefully
follow the directions listed in the message.
7. Results of this solicitation and candidate selection may trigger
assignment action and will be communicated by PSC-RPM Reserve
Assignment Officers SEPCOR.
