1. To support the Commandant's direction to maximize recruiting
efforts announced in REFs (A) and (B), I am proud to announce the
expansion of Hometown Recruiting Program (HTRP) in REF (C) to
include all active duty members to help meet the Coast Guard's
active duty, reserve, and officer accession goals.
2. This ALCOAST updates Chapter 2.A.10.b (10) of REF (C) effective
immediately to the following section:
"a. Hometown Recruiting Program. The Hometown Recruiting Program
allows graduates of recruit training, "A" School, the Coast Guard
Academy, Officer Candidate School, and ALL active duty Coast Guard
members the opportunity to return to their recruiting offices,
hometown or center of influence (defined as a location where
a member is well-known, respected and trusted in the community and
has significant influence) for a period of up to 30 days.
Their task is to relate recruit training, "A" School, Academy,
officer training, and general Coast Guard experience to prospects
and applicants in the recruiting office, center of influence,
school visits, career fairs, and public displays. Participating
in the Hometown Recruiting Program depends on recruiting needs,
the impact on the member's career, and effect on the duty station.
Once the determination is made that a member qualifies for
participation by their command and is approved by Coast Guard
Recruiting Command, permissive orders will be granted. Based on
recruiting needs, these officers may authorize up to 30 days of
permissive orders to participate in the Hometown Recruiting
Program:
(a) Commanding Officer, Training Center Cape May for
those who have successfully completed recruit training.
(b) The Commanding Officer of the cognizant training
command for those who have successfully completed "A" or "C"
School training, Officer Candidate School, or CG Academy.
(c) Unit Commanders, Commanding Officers, and Officers
In Charge for all other active duty Coast Guard members."
3. Active Duty members who would like to participate and have
command approval will submit an HTRP application in order to
receive Coast Guard Recruiting Command approval prior to
their command issuing permissive orders. Applications and

4. This authorization expires 15 NOV 2023. At that time,
permanent inclusion to REF (C) will be considered based on
effectiveness and need for continued enhanced recruitment tools.
