SUBJ: 2022 ANNUAL HUMAN RESOURCE MANAGEMENT (HRM) ACHIEVEMENT
AWARDS SOLICITATION
A. Recognition Programs Manual, COMDTINST M1650.26
1. In accordance with REF (A), this message solicits nominations
for the annual USCG HRM Awards and is seeking HRM Award Panel
members.
2. This award program provides recognition for significant human
resource management accomplishments by Coast Guard personnel.
Award nominations should reflect an emphasis on outstanding
performance in the care, service, and support of USCG personnel
through exceptional customer service, problem solving skills, and
improved procedures in human resource management that decidedly
affected our dedicated workforce.
3. There are five individual award categories and a team category
for the USCG HRM Achievement Awards:
    a. Active Duty Officers (Commissioned Officer/Chief Warrant
Officer),
    b. Civilian Employees (General Schedule/Federal Wage Schedule),
    c. Nonappropriated fund (NAF) employees,
    d. Active Duty Enlisted Personnel,
    e. Reserve Personnel (Officer/Enlisted), and
    f. Teams consisting of 4 to 20 personnel (commands may not
nominate an entire unit, division, branch, or other team that
exceeds 20 personnel).
4. The period of eligibility for the 2022 HRM Awards is
01 January 2022 through 31 December 2022. Commands may nominate
as many individuals or teams as desired in each category. Any
Coast Guard employee may be nominated for a USCG HRM Achievement
award for actions during the period of eligibility. It is not
necessary for the nominee to be assigned to a human resource
management position (i.e. XPO, XO, Division/Department Head,
Hiring Official, etc. are eligible). Nominations for these awards
do not preclude nominees from receiving other awards, such as a
personal award, military award, or cash/time off award for the
same action.
5. Submission instructions, specific categories, and other details
for USCG HRM awards are found in REF (A). Submit nominations using
the Recommendation for Award for Excellence/Certificate of
Recognition, Form CG-5374 available on the portal. The proposed
citation box must not exceed 14 lines of Times New Roman text 12
point font. The second page of the Recommendation for Award for
Excellence/Certificate of Recognition, Form CG-5374, should be
used to write the award justification.
6. Nominations must be submitted electronically by email to
HQS-DG-lst-CG-1B-HRM-AWARDS@USCG.MIL. Ensure that files are saved
in the following format: Rank.Last Name.HRM Award 2022.PDF. Hard
copies of nomination submissions will not be accepted. All
nominations must be received by COMDT (CG-1B) prior to 1600 EST
on 27 January 2023 to be considered by the awards panel. Team award
submissions shall be a PDF that includes a list of team members,
identifying the team leader and each team member citing first name,
middle initial, last name, position, title, rank, unit address and
unit phone/fax number.
7. COMDT (CG-1) will convene a panel in February 2023 to review
nominations and recommend awardees. We highly encourage members
from the human resource management community who wish to be
considered for membership on the selection panel to send their
request to the POC listed in paragraph 8 NLT than 31 December 2022.
