1. FY23 urinalysis drug testing allocations are available on Reference (A).
2. Per Reference (B), Commanding Officers (COs) and Officers in Charge (OICs)
are responsible for ensuring that 100 percent of personnel assigned to their
unit for urinalysis purposes are tested at least once during the fiscal year
using random selection.
3. To achieve 100 percent coverage, units must test 25 percent of their active
duty and reserve members quarterly, with the recommendation that units test at
least 10 percent of their unit monthly. At the end of the year, commands must
conduct a unit or sub-unit sweep to ensure all service members assigned to the
unit have been randomly tested.
4. Drug Testing Coordinators (DTCs), Alternate Drug Testing Coordinators (ADTCs)
and Major Command Coordinators (MAJCOMs) must use the new site at https
://ftdtl.health.mil to register for an Internet Forensic Toxicology Drug Testing
Laboratory (iFTDTL) account. Access to the DoDs web-based Drug Testing Program
(WebDTP) will only be granted upon a completed System Authorization Access
Request (SAAR),DD-2875, attached cyber awareness training, and a designation
memo processed through members designated MAJCOM and forwarded to the program
manager for approval via HQS-SMB-CGPSC-PSDFS-DRUGTEST@uscg.mil. Preregistration
requirements and templates are located on Reference (A).
5. Urinalysis Excusals. If a member has a valid excused absence as directed by
Reference (B), the member's supervisor must provide an excusal memo and proof
of absence. Documentation must be provided to the coordinator conducting the
inspection before the inspection concludes. The urinalysis excusal memo
template can be found on Reference (A) under templates.
6. The DD-2624 "Chain of Custody" document is now kept at the unit level and no
longer mailed with the boxed specimen sent to Tripler. If a unit continues to
mail the DD-2624 form they will receive a discrepancy code.
7. Units must retain urinalysis testing paperwork for the current year plus one
additional year. This includes:
   A) Original DD-2624,
   B) Urinalysis Testing Register,
   C) Urinalysis Checklist,
   D) Dated copy of shipping label,
   E) Urinalysis Excusal documentation,
   F) Corresponding results from Tripler for each testing event, and
   G) Any additional supporting documentation.
8. MAJCOMS must assist units by closely reviewing drug testing reports to ensure
specimens are processed IAW Reference (B). MAJCOMS must proactively address
reported discrepancies, especially those leading to rejected/untestable
samples. Common errors can be eliminated with attention to detail when using
the iFTDTL WebDTP system and utilizing the desk guides and urinalysis
checklists provided on Reference (A).
9. Commands/Units must work together to ensure all members are assigned to the
unit closest to their official worksite for urinalysis or additional drug test
prior to a member's selection for urinalysis or drug testing. Teleworking or
remote site working members must report to the unit that has been designated to
perform their urinalysis or additional drug testing. Units must report changes
and provide unit to unit agreements to their dedicated MAJCOM and unit
coordinators for awareness. The designated MAJCOM must indicate those changes
to the Program Manager immediately at HQS-SMB-CGPSC-PSDFS-DRUGTEST@uscg.mil.
10. Units must utilize CGBI for tracking members who have be tested/not tested
for urinalysis. This is a valuable resource that units must utilize to ensure
100 percent of their members are tested throughout the fiscal year. This
information will also provide the Coast Guard with much needed data to ensure
100 percent compliance is met.
11. Resources:

   roster of MAJCOMs and their assigned units is posted on Reference (A).
