F. Alternative Work Schedules (AWS) for Coast Guard Civilian
Employee and Military Members, COMDTINST 5330.10
1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REF (B).
2. Major updates to REF (A):
a. Discusses the difference between Telework and Remote Work
Programs. Under this revised Instruction, civilian employees and
military members who do not report to a Coast Guard worksite on a
regular and recurring basis are considered Remote Workers subject to
the provisions of REF (C).
b. Defines a teleworker as someone who reports to a USCG work
location on a regular and recurring basis at least twice a pay
period for civilian employees or four days per month for military
personnel.
c. Adds additional rationale for denying or terminating telework
agreements.
d. Updates supervisor, and adds employee/military member roles
and responsibilities.
e. Clarifies the annual review requirement of telework
agreements each October.
f. Adds temporary exceptions to the twice per pay period
reporting requirement.
g. Defines evacuation pay authority for civilian employees.
3. Alternative Work Schedules (AWS): Employees may continue to make
voluntary requests to work split shifts on a maxi-flex schedule
until September 30, 2023. Employees are required to fulfill their
normal number of daily work hours. If employees do not fulfill their
normal work hours and do not request leave, or if productivity and
performance levels do not meet mission requirements or hinder
personal or professional development, supervisors are responsible
for taking the necessary actions to correct this condition and may
rescind telework or flexible work schedule privileges. When the
temporary modifications to REF (F) are no longer authorized, those
modifications will be announced via ALCOAST. After September 30,
2023, AWS is only authorized IAW REF (F).
4. Except where covered by a negotiated agreement, telework
agreements in effect before the date of this Instruction must be
updated within 90 days of this Instruction's promulgation.
5. No paper distribution will be made of REF (A) but it is available
on the CGPortal:
