1. In accordance with REFs (A) through (E), this ALCOAST announces
FY23 bonus offers for affiliation, enlistment, and assignment in
the Coast Guard SELRES, as reviewed by the Military Workforce
Planning Team. This ALCOAST also extends Designated Unit Pay
(DUP) authorized per REF (E). These bonuses and DUP are
incentives to encourage the recruitment, proficiency, and
retention of individuals in designated ratings and units.
2. DUP: Authorized in accordance with REF (E) at $15 per Inactive
Duty Training (IDT) period or Additional Training Period (ATP)
authorized with pay for reservists assigned to a Port Security
Unit (PSU), Maritime Expeditionary Security Groups (MESG), and
Maritime Expeditionary Security Squadrons (MSRON).
3. Bonus Offers: A single lump sum bonus payment is authorized for
the following, subject to the requirements outlined in paragraphs
4 thru 5 and the participation standards in paragraph 3.B of
REF (F).
a. Enlistment and Affiliation:
(1) $10,000 for enlisted members (E-6 and below) entering the
SELRES for a term of 6 years and assigned to PSU 308, 309, 312, or
313 in the critical rating of BM, ME, or MK.
(2) $5,000 for enlisted members (E-6 and below) entering the
SELRES for a term of 3 years and assigned to PSU 308, 309, 312, or
313 in the critical rating of BM, ME, or MK.
(3) $2,000 for enlisted members (E-6 and below) entering the
SELRES for a term of 6 years and assigned to a unit within Districts
8, 9, 11 or 13 Area of Responsibility (AOR) in any rating.
(4) $5,000 Quick Ship bonus for recruits entering the SELRES
for a term of 4 years for any enlisted rating.
b. Assignment:
(1) $10,000 for enlisted members (E-4 to E-6) who execute
back-to-back assignments to PSU 308, 309, 312, or 313. Member must
execute new Permanent Change of Station (PCS) orders with a 5-year
assignment.
(2) $5,000 for enlisted members (E-4 to E-6) who execute
back-to-back assignments to PSU 308, 309, 312, or 313. Member must
execute new PCS orders with a 3-year assignment.
(3) $30,000 for designated Physician Assistants to serve in
a PSU reserve physician assistant billet (Officer Specialty Code
PHA10). Eligible personnel must execute a new 3-year assignment,
remain in the officer specialty, and at the PSU for 3 years.
(4) $15,000 for designated Physician Assistants to serve in
any reserve physician assistant billet (Officer Specialty Code
PHA10). Eligible personnel must execute a new 3-year assignment,
remain in the officer specialty, and at the unit for 3 years.
4. Bonus Documentation: The date determining bonus eligibility is
the signature date of the written obligation from the member to
serve in the SELRES. Written obligation will be documented on the
applicable Administrative Remarks form (e.g., CG-3307 BON-01,
BON-02, BON-03, BON-04, BON-08, or CG-3307 AT-10D). For Physician
Assistants, the bonus eligibility date is based on the signature
date on a Coast Guard memorandum from the Physician Assistant
Force Manager (PAFM), COMDT (CG-1121). The signature date must
fall within FY23; the date of transition to SELRES must
be within 6 months after the signature date. Eligible personnel
must remain in the enlisted rating or officer specialty, as
applicable, and at the unit for which the bonus is authorized for
the duration of their SELRES bonus service obligation.
a. Unit P&A and SPOs must validate and submit all bonus
documentation to the Pay and Personnel Center (PPC) via a
customer care trouble ticket after completion of the first drill
for Direct Petty Officer Accession "RX" accessions and for those
members whose SELRES bonuses do not require completion of Initial
Active Duty for Training (IADT).
b. Training Centers (TRACEN) Petaluma and Yorktown SPOs will
complete all prescribed Direct Access entries and submit all
bonus documentation to PPC via a customer care trouble ticket
upon successful completion of A-school for those members whose
SELRES affiliation or prior service bonuses require completion of
IADT. These accession programs include, RK (students), RP
(guaranteed A-school), and RA (post-secondary education) in
accordance with REF (G).
c. The PAFM will submit all bonus documentation for PAs to PPC
via a customer care trouble ticket after the respective PA reports
to the assigned unit and upon completion of the first drill.
5. Authorization and Eligibility Requirements: The bonus offerings
in this ALCOAST start at the beginning of FY23 (01 Oct 2022) and
are anticipated to remain in effect until the end of FY23
(30 Sep 2023), contingent upon Congress extending the authority
to make payments. Monetary interventions may be adjusted or
terminated not less than 30 days in advance. Members must be
fully vaccinated, or have an approved religious accommodation
or medical exemption from vaccination against COVID-19 in
accordance with ALCOAST 305/21 and ALCOAST 315/21 to be eligible
for the bonus. Commands must verify vaccination status prior to
submitting documentation to the P&A/SPO for payment processing.
Before advising members about the availability of bonuses,
commands or recruiters will ensure members meet all eligibility
requirements in this message and in REF (A). Bonus eligibility
will be documented on the appropriate Administrative Remarks,
Form CG-3307, as per REF (I) or a memo from PAFM, as applicable.
Commands will initiate repayment action against members who
receive a SELRES bonus, but who later do not meet satisfactory
participation requirements outlined in REFs (A) and (F).
a. Initial Enlistment (Non-Prior Service; RA, RK, RP, and
RX Programs): Applicants must meet the eligibility requirements
outlined in 4.E.2 of REF (A). A description of the RA, RK, RP,
and RX recruiting programs are located in REF (G). The SELRES
enlistment obligation (CG-3307 BON-02) should be executed by
the Recruiting Office and the member prior to SELRES enlistment.
For bonus payment, the requirements in 4.E.2.c of REF (A)
must be met.
b. Affiliation (RJ, RN, and RQ Programs with SELRES entry
within six month of RELAD or discharge): An affiliation bonus
is authorized for enlisted Coast Guard and other service members
who separate (RELAD or discharge) from active duty, or who are
serving in the Individual Ready Reserve (IRR) and subsequently
join the SELRES within six months of their separation date.
Members must meet the eligibility requirements in 4.E.3 and
4.E.4 of REF (A).
c. Prior Service Enlistment (Coast Guard or other prior-service
member with no remaining MSO; RQ Program with SELRES entry after
six months of RELAD or discharge): Members must meet the
eligibility requirements in 4.F of REF (A). Members must not have
been released from active duty for the purpose of enlistment in a
reserve component. (In such cases, see paragraph 5.b.,
Affiliation.) Coast Guard and other prior-service members who
join the SELRES with over 14 years of combined military service,
as computed from the Pay Base Date, are not authorized a SELRES
Affiliation or Prior Service enlistment bonus. For payment, the
SELRES prior service obligation (CG-3307 BON-3) should be
executed by the Recruiting Office and the member prior to
enlisting into the SELRES.
d. Assignment: Member must execute PCS orders to a SELRES
position at
a PSU with the required tour length specified in paragraph 3.b.
Members who voluntarily transfer from a PSU or leave the Service
prior to completing the required tour length are subject to
repayment action in accordance with REFs (A), (H) and (I).
(1) Back-to-back orders: member must be permanently assigned
to a PSU in a SELRES position, tour complete, and execute new PCS
orders to a SELRES position at a PSU in assignment year 2023. For
bonus payment, a CG-3307-BON-8 should be executed by the receiving
PSU command and the member when the member reports under the new PCS
order.
(2) Physician Assistant (PA):
(a) Members must meet Coast Guard medical officer clinical
privileging standards prior to commissioning (new accessions) or
prior to assignment (current CG members). Some of these pertinent
requirements include, but are not limited to:
(1) Current national certification by the National
Commission on Certification of Physician Assistants;
(2) Current active, unrestricted state PA license;
(3) Current Basic Life Support certification, must
have included hands-on skills portion, cannot be online only;
(4) Current Advanced Cardiac Life Support
certification, must have included hands-on skills portion, cannot
be online only;
(5) Eligible for Federal Drug Enforcement Agency
registration;
(6) Successful pre-selection credentials review to
verify license, certification, education, training, and competence,
including a review of any entries for the provider in the National
Provider Data Base; and
(7) Maintaining all requirements through the duration
of their assignment, including maintaining Coast Guard medical
officer clinical privileging standards.
(b) A privileging prescreening will be performed once the
applicant is selected.
6. Suspension or Termination: Members who fail to meet the
eligibility requirements in paragraph 5 and/or voluntarily leave
the SELRES are subject to bonus suspension or termination in
accordance with REF (A). Terminated bonuses are subject to
repayment as outlined in REFs (A), (H) and (I). Requests for
exceptions to repayment of unearned bonus amounts must be routed
through COMDT (CG-R82) in accordance with subsection 373(b) of REF
(H). Members are highly encouraged to review the repayment
provisions contained in paragraphs 1.C.4 and 4.D of REF (A) prior
to requesting a transfer from the SELRES or accepting an
appointment as an officer.
7. Payment: In accordance with REF (A), all SELRES bonuses offered
under REFs (A) through (D) will be paid in a lump sum to members
who meet the established requirements of paragraph 1.b, Bonus
offers and paragraph 3, Eligibility of this ALCOAST during FY23.
To receive the bonus, members must abide by and continuously
maintain the eligibility criteria outlined in this ALCOAST for
the entirety of their enlistment and their designated rate and
unit.
a. Bonus Agreement limits and payment: Bonuses will be paid in a
lump sum in accordance with REFs (A) and (J). Bonus amounts not
contributed to a tax-deferred Thrift Savings Plan (TSP) account
are subject to applicable federal and state income tax
withholdings. Members desiring to contribute bonus monies to a
TSP account must consider the TSP Elective Deferral limit and
confirm election not less than 30 days prior to receipt of bonus
in accordance with 1.C.7 of REF (A).
b. Repayment of Unearned Bonus Amounts: Unearned bonuses must be
repaid, unless an exception to repayment is granted under
authorized conditions in accordance with REFs (A) or (H).
Authorized exceptions to repayment of unearned bonuses will be
determined in accordance with law and DHS policy, and will be
cited by CG PSC-RPM in separation authorizations or other
documentation.
c. A bonus paid to a member who had an approved religious
accommodation or medical exemption to the COVID-19 vaccination
mandate is subject to repayment if that member fails to become
fully vaccinated within two months after the expiration of the
religious accommodation or medical exemption.
