1. Congratulations to ITCM Jon R. Weppler for his designation as the
first Rating Force Master Chief (RFMC) for the Cyber Mission
Specialist (CMS) Enlisted Rating and to MKCS John R. Helton for his
designation as Interim CMS Rating Knowledge Manager.
2. ITCM Weppler’s billet will remain with CG-791 throughout the
establishment of the CMS Rating, completing the necessary tasks and
functions as outlined in the CMS Rating Plan of Actions and
Milestones (POA&M). Master Chief Weppler will perform RFMC duties
per reference (a) while serving a critical role in CG-791's
implementation team.
3. MKCS Helton will establish the Rating Knowledge Manager position
along with the policies, procedures, and products required to ensure
the CMS enlisted workforce’s professional growth and knowledge. Per
reference (b), MKCS Helton will lead the effort to collect, organize,
and disseminate learning resources in support of the Rating
Performance Qualifications development and to capture best practices
to establish training and performance support for the CMS Rating. He
will continue to serve in this capacity until a permanent Knowledge
Manager position is established.
4. The new CMS rating - expected to be available in the 2023
assignment year - will consist of cyber operators trained to protect
and defend the Coast Guard’s Enterprise Mission Platform, DHS and
DoD assets, and Marine Transportation System from adversaries while
standing ready to deploy cyber effects to neutralize or eliminate
threats to the EMP and friendly networks. Cyber Mission Specialists
will execute offensive and defensive cyberspace operations
supporting Coast Guard missions, ensuring the freedom of maneuver
within the cyberspace domain and denying the same to adversaries.
