View your Direct Access Payslip

"Payslips" for the October 14, 2022 payday are available in Direct Access. Report any discrepancies through the P&A Office (Admin) to the SPO. If SPOs cannot address or need assistance, the SPO will submit a trouble ticket. Payslips can be accessed via the Self-Service "View" menu.

The more you understand some of the basics of the various pay, special pays, and allowances, the better you are able to make sure the information we need to compute your pay each month is up-to-date. The tool available to all military members each payday is the Direct Access Payslip. This report lets you know the information our systems use to process your pay, details about the pay and allowances you are eligible for, payroll deductions, as well as your leave balance. The following guides will help you understand your Payslip.

The mid-month payday is Friday,  October 14, 2022. Paydays are the 1st (end-month) and the 15th (mid-month) of each month, or the business day preceding the 1st or the 15th if either should fall on a federal holiday, Saturday or Sunday. Members should not set up automated payments or assume funds will be available prior to published paydays. Members should verify with their financial institutions as to the actual time funds are available to their accounts. See "When is Payday?"  for more information.

Direct Access Outage Scheduled

ALCOAST 350/22 announces necessary preparations in advance of the scheduled system outage to Direct Access. The system outage is required to support the Disaster Recovery Test of the Coast Guard's Human Capital Management system. The test is scheduled to begin at 0600 (Eastern Time), Friday, October 14, and should be completed by 0600 (Eastern Time), Saturday, October 15, 2022. The system will not be available to log in or use during the test.

New Pay Entitlement: Assignment Incentive Pay - Pre-commissioning Cutter Crews

This ALCOAST announces the establishment of Assignment Incentive Pay for Pre-commissioning Cutter Crews (AIP-PCC), a special pay. AIP-PCC may be paid to active duty officers and enlisted members entitled to Basic Pay, including Reservists on active duty who are permanently assigned as part of a designated pre-commissioning cutter crew, and is authorized effective September 1, 2022 in the amount of $200 per month

Financial Systems Modernization Solution (FSMS) Incident Management Team Update

On 14 MAR 2022, the Commandant stood up the FSMS Transition Incident Command (IC) to lead and integrate efforts to develop and implement solutions to the challenges related to FSMS transition. This is the team's latest status update.

Update to the PCS Entitlements / Advances, TLE and Separation Leave Calculator

The 2022 PCS Entitlements / Advances, TLE & Separation Leave Calculator is now online (Note: Right mouse click on the link and select "save as..." to download the calculator. It will not function correctly if you open it in the web browser.). YN1 Amato of Air Station Miami is the creator of this calculator. Petty Officer Amato has done some amazing work with this Excel document for PCS entitlements. As many of you may there is a lot of confusion about TLE and we think this calculator will help with the understanding. Great job YN1, we appreciate it!

Updated Notes:

  • For VPC round-trip calculations, enter the total roundtrip mileage. The sheet will auto calc the TDY mileage.
  • For TLE accounting, the default amount of days has been updated to 14 days. You can adjust the TLE days to any amount (for example 7 days (going OUTCONUS) and 60 days (auth locations only).
  • The "C" School auto POET tab has been removed. ETQC has informed me they do not have an excel sheet with the FY23 course code to poet information cross information. Their current PDF sheet doesn’t paste into excel.

Direct Access Competency Dictionary Update

The dictionary is a spreadsheet which shows all authorized competency codes and descriptions.

There were a total of 9  competency changes since the latest Dictionary was published and changes since the last update. They are in blue font color text on the spreadsheet.

Suspension of High Year Tenure (HYT)

ALCOAST 368/22 announces the suspension of enlisted HYT for active duty members until January 1, 2025.

New Procedure for Opt Out of Advancement/Promotion Board

This ALCOAST provides updates to policy for enhanced enlisted career flexibility by allowing members to opt out of advancement without penalty or Personal Data Record documentation.

This ALCOAST adds a formal process to Officer Accessions, Evaluations, and Promotions, COMDTINST M1000.3A for in-zone officers to opt out of promotion selection board consideration.

Change to Policy and Procedures for Servicewide Exam Points

ALCOAST 367/22 announces changes to Enlistments, Evaluations, and Advancements, COMDTINST M1000.2C and ACN 103/21 , and updates cancelation date of ACN 016/22. Specifically, this ALCOAST updates the policy and procedures for Service Wide Exam (SWE) Award Points, Sea/Surf Duty Points, and Incentive Points.

What You Need to Know for Federal Benefits Open Season

The Federal Benefits Open Season starts Nov. 14 and ends Dec. 12, 2022. This open season is for dental and vision coverage through the Federal Employees Dental and Vision Insurance Program (FEDVIP). FEDVIP is offered by the U.S. Office of Personnel Management and is separate from TRICARE and TRICARE Open Season activities.
