1. This ALCOAST announces the promulgation of REF (A) and the
removal of Chapter 7: Preventive Medicine and Population Health,
from REF (B).
2. There will be no hardcopy distribution of REF (A). An electronic

3. REF (A) promulgates policy regarding the practice of Preventive
Medicine and Population Health in the Coast Guard. Preventive
Medicine is the medical discipline concerned with the prevention
of injury and illness, including the prevention of progression of
injuries and illnesses that have already occurred. Population
Health is the medical discipline concerned with the collection and
analysis of health and health care-related data with the intent to
implement evidence-based interventions to reduce the burden of
disease and injury in a population(s). REF (A) focuses on the
Coast Guard, i.e. Preventive Medicine and Population Health
efforts toward Coast Guard military and civilian personnel, as well
as dependents and retirees.
4. Effective immediately, Chapter 7 of REF (B) is deleted in its
entirety. All references to Chapter 7 of REF (B) shall be replaced
to direct readers to REF (A).
5. The changes to REF (B) stated in paragraph 2 will be included
in the next revision of REF (B), which will be released within the
year.
