1. Congratulations to Mr. Matthew Tilimon for being selected as
the 2022 IAEM-USA Uniformed Services Caucus, Civilian Emergency
Manager of the Year. Mr. Tilimon serves as the Emergency
Management Specialist for Sector Houston-Galveston (SHG) and
showcased exemplary performance throughout the July 2020 –
December 2021 period. Due in large part to Mr. Tilimon’s
aggressive adherence to maintaining unit response readiness, SHG
was equipped to successfully respond to the most active
hurricane season on record in 2020. He led responses to MARCO,
LAURA, and BETA as the Deputy Planning Section Chief, Operations
Branch Director, and Command ICS advisor while consistently
coaching, mentoring, and training personnel from every section
throughout each response. As the regional and national emergency
management and preparedness subject matter expert, Mr. Tilimon
voluntarily organized and instructed several high-profile
training events, including two District Eight-wide FOSCR/PR
colleges. He served as an adjunct instructor at several regional
universities including Texas A&M. As a result of these efforts,
Mr. Tilimon has trained over 300 responders and 50 future
emergency managers from academia. With seamless adaptation to
dynamic needs amid the COVID-19 pandemic, Mr. Tilimon ensured
SHG’s Area Committee Meetings, Natural Disaster Operational
Workgroup Exercise and Severe Weather Exercises were
effectively reformed for a virtual environment while managing
comprehensive multi-year training and exercise plans involving
over 14 budgets and over 25 concepts of exercises.
2. The mission of IAEM is to advance the emergency management
profession by promoting its principles and to serve its members
by providing information, networking, and professional
development opportunities. Mr. Tilimon will be honored during
the IAEM Annual Conference in Savannah, GA, 14-17 November 2022.
3. COMDT (CG-OEM) will manage the overall assignment of
conference attendance quotas and will provide travel funds for
the IAEM award winner. COMDT (CG-OEM) has designated AREA
discretion to solicit for and designate 2 attendees from
LANTAREA, 2 attendees from PACAREA, 2 attendees from Training
Center Yorktown, 2 attendees from the National Strike Force,
2 attendees from CG Incident Management Assistance Team, and
1 attendee from each District or District unit within the AREAs.
Precedence shall be given to any member who is currently
pursuing their CG-EMC and/or will be receiving a certification
(AEM/CEM) during the conference. All attendees shall travel in
accordance with the latest COVID-19 travel and safety guidance
outlined in REF (A). AREAs shall submit their list of attendees
to the COMDT (CG-OEM-2) POC NLT 25 September 2022. CG attendance
to this conference enhances incident and emergency management
professional development and awareness of response trends and
lessons learned that members can apply to CG missions and
contingency response.
4. Due to DHS and USCG Conference attendance requirements, units
are not authorized to fund attendance beyond the number of
assigned quotas. Similarly, units not assigned a quota are not
authorized to fund attendance of any member to the conference
without prior approval from COMDT (CG-OEM). Units are not
authorized to fund rental cars.
5. Units are responsible for funding travel, registration fees,
and issuing travel orders of all COMDT (CG-OEM) approved quotas
for those members selected to attend the conference. Members who
have been chosen to speak or present at the conference will
count for one of the authorized quotas. Members selected to
attend the conference shall register NLT 10 October 2022 to
secure the Early Bird registration rate. Registration and

6. Members who are approved for a conference quota and
subsequently submit a travel claim should be aware that
reimbursement to their Government Travel Card (GTC) may be
delayed until FY23 Q2.
7. Following the conclusion of the conference, COMDT (CG-OEM) is
required to submit a post conference report. All presenters and
attendees who incur travel costs shall electronically submit a
copy of their approved Travel Voucher or Sub-voucher,
DD Form 1351-2, to the COMDT (CG-OEM-2) POC NLT 09 December 2022.
8. The authorized uniform for conference attendees is Tropical
Blue Long with garrison cover or civilian equivalent. The
authorized uniform for presenters and for the closing banquet is
Service Dress Blue or civilian equivalent.
