1. The application submission deadline for the Paralegal Studies Enlisted
Advanced Education Program set forth in reference (A) is extended to
09 September 22.
2. The program is in need of high-performing enlisted members who are committed
to making a positive difference as the newest members of the Coast Guard legal
program (CGJAG). From law enforcement to disaster response, intelligence
operations to marine safety and security, CGJAG is actively engaged in every
Coast Guard mission. We provide commanders a decision-making advantage and
drive mission execution by delivering proactive legal advice and counsel across
the full spectrum of Coast Guard operations. Active duty personnel whose
performance demonstrate the ability, dedication, and commitment to excellence
are ideal candidates to become a paralegal and support CGJAG missions.
3. As set forth in reference (B), the Coast Guard will select one active
duty CG Yeoman to attend school beginning in fall 2022 to obtain an associate’s
degree or baccalaureate degree with an anticipated graduation in spring 2024.
4. Eligibility: Enlisted personnel meeting the requirements specified in
reference (A) are eligible to apply. Additional requirements for applications
include the following:
a. This opportunity is open to Active Duty Coast Guard Yeoman in grades
E-4 to E-7 with over four and fewer than ten years of service at the time of
the panel convening. Due to the length of obligated serviced following
completion of this Advanced Education (AE) program, waivers for this
requirement will not be granted.
b. The preferred selectee will be tour complete in 2023 or 2024.
Non-tour complete enlisted members may request a waiver from CG Personnel
Service Center, Enlisted Personnel Management (CG PSC-EPM-1).
Waiver requests must follow procedural guidance IAW reference (C).
c. No court-martial convictions ever, and no non-judicial punishment
(NJP) during the current enlistment.
d. The selectee must hold a current or interim Secret security clearance.
5. School Selection: The selectee will work with the legal program manager
to choose an accredited school, typically near CG Headquarters, an
Area Command, a District Office, or the Legal Service Command to allow
for mandatory, valuable Coast Guard legal office summer internships.
6. Funding and follow on tour requirements: The Coast Guard pays tuition
and authorized fees within the FORCECOM established AE funding structure.
a. Upon selection for and acceptance of the program, the member's
enlistment contract will be extended for the duration of their program of study.
b. The required active duty obligation is three months for each month of
education for the first year and one month for each month of education thereafter,
normally resulting in a four-year service obligation.
c. The AE obligated service would run concurrently with the service
obligation during the member's follow-on legal tour(s).
d. A selectee who accepts and then withdraws from the program will
be ineligible to apply for the funded Law School program.
e. As a reminder, acceptance to this program may impact eligibility to
apply to other advanced education programs.
7. Transcripts: CGJAG is looking for candidates whose transcripts demonstrate
strong academic achievement. Applicants with advanced education, to include in
progress and completed degree programs, must submit (1) proof of completion and
award of a degree from a regionally or nationally accredited college or university
and (2) all college or university transcripts.
a. The Record of Professional Development (CG-4082) may be added to a member’s
EI-PDR and is an extremely helpful tool for communicating accomplishments and
an incomplete degree to a Panel. This form should be used to capture academic
course work for in progress degree programs and should not be used to capture
routine Military Training that is included on a member’s Employee Summary Sheet (ESS).
b. All transcripts for completed degree programs must be submitted into the member's
EI-PDR through Education and Training Quota Command (ETQC) Registrar Services.
Reference (D) contains the guidelines for documenting educational achievements
in your EI-PDR.
8. Application Materials and Deadline: E-Panel submission for this PG/Adv Ed
program is 09 September 2022. The following must be received by this deadline:
a. My Panel Submissions in Direct Access with Command endorsement marked final.
b. Tour Completion Waiver submission, if applicable.
c. A Professional Resume (no longer than two one-sided pages) must be
e-mailed to CG PSC-EPM-1 at HQS-CGPSC-EPM-1-Panels@uscg.mil.
d. Completed degree transcripts and CG-4082 submissions, if applicable.
e. Application Receipt. CG PSC-EPM-1 will post a spreadsheet on the Portal at
http://cglink.uscg.mil/47ba49a0 after the deadline listing members that successfully
applied by the application deadline. All applicants are encouraged to verify
their name appears on the correct roster. The roster is not an indication of
waiver status determination, nor does it reflect the member has satisfied
the minimum eligibility requirements as outlined in reference (A) or specific
program requirements. If members believe they submitted an application,
but do not appear on the spreadsheet they should contact CG PSC-EPM-1
immediately.
