1. The Office of Cyberspace Forces (CG-791)'s Cyber Mission
Specialist (CMS) Rating Implementation Integrated Planning Team
(IPT) is executing a phased approach for CMS accessions. Rating
implementation will consist of two lateral solicitations in addition
to the establishment of an enduring process for accession into the
CMS enlisted rating. This message establishes requirements for the
first lateral solicitation and targets members currently stationed
at Coast Guard Cyber Command (CGCYBER). Future efforts will provide
further opportunity for CMS rating entry, will not be restricted to
CGCYBER, and will provide guidance for Warrant Officer accessions.

2. REF (A) announced the creation of the CMS Rating and of the
Cyber Mission Management (CMM) Chief Warrant Officer (CWO)
Specialty. This message solicits the first iteration of enlisted
CMS that will become the plankowners of the new rating. This
solicitation targets E5s-E9s and E4s with E5 EPQs/RPQs completed,
who are currently serving at CGCYBER and are qualified in Cyberspace
Operations to United States Cyber Command (USCYBERCOM) or equivalent
standards. Selected applicants will change in rate to CMS through a
lateral process. REF (B) solicited Special Assignment applications
for CGCYBER duty for AY23. To better align CMS implementation and
streamline the assignment process, the 01 Aug 2022 selectee
notification date for Special Assignments is rescheduled in
accordance with the timeline indicated below (Paragraph 7.).
Subsequent guidance from the COMDT (CG-791) will outline a second
iteration for AY24 laterals targeting qualified candidates
throughout the Coast Guard, a lateral process for entrance into
the CMM CWO Specialty, and the enduring process for accessions
into the CMS Rating and CMM CWO Specialty.
3. Application: To apply for the CMS rating, applicants must submit
a lateral Change in Rating (CIR) request package to the Office of
Cyberspace Forces (CG-791) via email (encrypted) at
CyberRating@uscg.mil, IAW timeline below (Paragraph 7.). The lateral

4. Eligibility: Candidates must satisfy the following eligibility
requirements to be considered for CMS:
a. E5s through E9s or E4s with E5 EPQ/RPQs completed, currently
stationed at CGCYBER.
b. Members must be tour complete in AY23, AY24, AY25, or AY26.
c. Successful completion of basic position-related job
qualification requirements (JQR).
d. Successful completion of foundational cyber operations
training such as Joint Cyber Analysis Course (JCAC),
Intermediate Cyber Core (ICC), or Cyber Operations Specialist
Phase 1.
e. United States citizenship (non-dual).
f. Active TS/SCI clearance.
g. Compliance with Coast Guard weight standards.
5. Command Endorsement: Applicants must receive a Command
endorsement as part of their application. At a minimum, CGCYBER
shall confirm member eligibility and recommend approval of CIR.

6. Obligated Service and Entitlements: Members who are under
obligated service for training or under a contract for a bonus may
not apply (excluding JCAC or cyber bonuses under CSRB). Selected
members who accept a lateral to CMS will incur a 4-year obligated
service commitment, to be served concurrently with existing
obligated service.
7. Timeline:
a. NLT 14 September 2022: Application Packages due to the Office
of Cyberspace Forces (CG-791) at CyberRating@uscg.mil.
b. OOA 14 October 2022: Candidate selections will be completed.
c. OOA 01 November 2022: CMS Lateral and CGCYBER Special
Assignment Selectees notified.
8. Results of this solicitation and candidate selection will be
delivered to applicants via e-mail. Shopping list and eResume
instructions will be provided SEPCOR.
9. This solicitation is not open to Reserve members at this time.
The Cyber Rating Implementation IPT will coordinate a Plan of Action
and Milestones to address CMS rating conversion for reservists in
the fall of CY22.
