1. This message announces convening dates and solicits 
applications for fiscal year 2023 (FY23) Reserve War and 
Staff colleges. The SEFP offers opportunities for 
national security policy and joint service professional 
development, increases the Coast Guard's presence in a 
joint-service environment, and enhances the member's 
value to the Service. 
2. A selection panel will convene 29 Aug 22 to select 
primary candidates, and to identify alternates in order 
of selection by the panel. A special OER is not required, 
but applicants are reminded to ensure their records are 
3. Joint & Combined Warfighting School - Hybrid (JCWS-H).
   a. Location: Joint Forces Staff College, Norfolk, VA. 
   b. Pre-requisites: Secret Clearance. Grade O-4 
and above. JPME phase I must be completed at an 
intermediate/senior service school or an approved 
equivalent at the time of application. JPME phase I 
completion must be entered into Direct Access as a 
competency and reflect in the Competencies section
of the applicant's Employee Summary Sheet.

   d. Course convenings are subject to cancellation. 
   e. Course Description: Typically, JCWS-H is a 40-week, 
blended-learning course consisting of two distance learning 
periods (37 weeks total) and two resident periods (three weeks total). 
The course is focused on preparing participants for joint planning 
efforts at the operational level to develop theater strategies and 
plans in complex global operating environments and includes joint, 
interagency, intergovernmental, and multinational capabilities, 
national security strategy, theater strategy and campaigning, 
and the joint planning process and systems. For information on

4. Reserve Components National Security Course 
   a. Location: National Defense University, Washington, DC. 
   b. Pre-requisites: Secret Clearance. Grade O-4 and above, 
W-3/W-4, and E-8/9. Prior RCNSC attendees are not eligible to

     (1) 23 Jan 23 - 03 Feb 23
     (2) 03 Apr 23 - 14 Apr 23
     (3) 10 Jul 23 - 21 Jul 23
   d. Course Description: This is a two-week course designed 
to lay a foundation for students moving on to joint command 
management and staff responsibilities in a multinational, 
intergovernmental, or a joint national security setting. 
The curriculum consists of lectures, panel discussions, 
seminars, and simulation exercises dealing with national 
security policy and defense resource management presented 
by faculty members of the National War College and 
Industrial College of the Armed Forces, the Armed Forces 
Staff College, the Institute for National Strategic 
Studies, and other distinguished speakers. 
5. Application Deadline: The deadline for applications to arrive at 
CG PSC-RPM is 20 Aug 22. Applications will not be accepted after the 
deadline.  All pre-requisites within each course must be met at the 
time of application (i.e. pay grade, clearance, etc.). 
6. Application process: Applications should be 
completed within the “My Panel Submissions” module in 
Direct Access. Do not use “PCS E-Resumes” to apply. 
Applications must include a prioritized list of preferred course 
convening dates. No other comments are authorized. 
   a. The following step by step instructions are provided 
and are applicable to both enlisted and officer applicants: 
     (1) Log in to Direct Access
     (2) In the "EMPLOYEE" box, click "Tasks"
     (3) Select “My Panel Submissions”
     (4) Select “Advanced Training” from the “Panel Source” 
         drop down menu and click “Go”
     (5) When the search screen appears, enter the following:
         AD/Res Ind: “Reserve - Active Component”
         Bus unit: “Officer” 
         Job Code: 000095
     (6) Click “Search”
     (7) Check box under “Apply” for ALL desired programs 
         (RCNSC or AJPME)
     (8) Click “Submit”
     (9) Click “Edit” to input and submit your comments to 
         your Command/Endorser
     (10) Rank your programs in desired order
     (11) Input ‘Member Comments’
     (12) Select Commanding Officer/Endorser
     (13) Click “Save” to save comments and forward to the 
7. Command Endorsement: Only endorsements from the 
immediate command are authorized. The endorser must select 
“Recommend” or “Not Recommend” and then select “Mark 
Final” for the member’s application to be considered 
complete. No endorser comments are authorized. 
   a. The following step by step instructions for endorsers are provided:
     (1) Log in to Direct Access
     (2) In the "EMPLOYEE" box, click "Tasks"
     (3) Select “My Panel Endorsements”
     (4) Select “View Endorsement” for each applicant
     (5) Select “Recommend/Not Recommend”
     (6) Mark Final
     (7) Save after completion (Incomplete applications will 
         not be considered by the Panel)
8. In order to maintain fairness to all applicants in 
this highly competitive process, there will be no 
exceptions made to the published deadlines. The command 
bears the responsibility for forwarding timely, properly 
endorsed e-Resume applications. 
9. Communications Deadline: The deadline for signed communications 
to the panel to arrive at CG PSC-RPM-1 is 20 Aug 22. 
   a. Applicant's electing to submit communications to the 
panel must follow the guidance in para. 9.e. of REF A. 
Communications must be sent via the chain of command to 
CG PSC-RPM, scanned with signature and command 
endorsement, and e-mailed to: HQS-SMB-CGPSC-RPM-, subject line: FY23 SEFP.
10. Applicants are encouraged to review their 
electronically imaged personnel data record (EI-PDR) to 
ensure its accuracy prior to the panel convening date. To

11. Applicants shall ensure that their member contact 
information, including work email address, is correct in 
Direct Access in case CG PSC-RPM-1 needs to contact 
candidates with updated information. 
12. Reserve Component Managers (RCMs) are eligible to 
apply for the above courses. Members in ISL/ASL are not 
eligible to apply. Waivers will not be considered for 
those who do not meet the minimum pay grade eligibility 
requirements reflected above.
